Others deliberately maintained their independence while declaring themselves permanently demilitarized, becoming neutral states where the great powers could vie and mediate—a way to survive in the cracks between them.
Alexdorn was one such country.
Nestled between the three great Steampunk powers, it had only a dozen or so cities. Compared with its giant neighbors, it was a tiny speck in every respect.
Precisely because of its unique location, and in the interest of keeping the borders peaceful, none of the great powers had chosen to annex it. Instead, they had tacitly designated it a neutral state to serve as a buffer for them all.
Now, thanks to its absolute security and reputation as a place free from the threat of war, Alexdorn had risen to prominence throughout the world.

That day, every street had been hurriedly cleaned. Large numbers of police officers were out maintaining order, while many marching crowds carried banners reading "We Want Peace, Not War" and gathered outside several embassies.
After the Golden Oak Kingdom and the Bauhinia Federation had worked tirelessly—and, most importantly, after Chevrolet had backed down—the parties had finally agreed to open a round of negotiations, hoping to resolve the Pandora Empire dispute peacefully. Until then, no side would be the first to use nuclear weapons.
