Background / History
Konoha had only recently endured the Nine-Tails' Attack when Uchiha Shūichi arrived in the world. Root and Shimura Danzō kept the Uchiha Clan under close guard during the incident, leaving the clan with comparatively few casualties but worsening its divide from the village leadership. 1
Before the Uchiha crisis erupted, Konoha's leadership restricted the clan's institutional influence. Full Jonin possessed Hokage voting rights, while the Special Jonin designation denied the same critical political privilege; the policy prevented the Uchiha's many Jonin-level shinobi from controlling a substantial share of the vote. 6
The deaths of Third Hokage Hiruzen Sarutobi and Uchiha clan head Fugaku created a leadership vacuum. Civilians fled the village amid fears of a civil war, while Danzō attempted to claim the acting Hokage position under the intimidation of Root and the controlled Uchiha Itachi. 78 83 The Uchiha's intervention, supported by other clan representatives, blocked his bid. 84
Tsunade returned and became Fifth Hokage after Danzō fled Konoha. His public offices and reputation were stripped away, Hiruzen's failures damaged the Sarutobi Clan's standing, and the Uchiha gained major political influence; Shūichi became a Hokage Advisor. 92 94 95
During the joint Chunin Exam, Konoha turned Sunagakure and Iwagakure's planned invasion into a trap. Its forces were prepared in advance, Root defected against the invaders, civilians were moved into shelters, and the village suffered limited damage. 142 144 Konoha subsequently captured Ōnoki, Mei Terumī, and numerous elite shinobi from rival villages. 144
Government and Society
Hokage administration
- The Hokage is selected through a confidence vote requiring support from at least half of Konoha's Jonin. 6
- Tsunade holds the office of Fifth Hokage, though she secretly defers to Hokage Advisor Uchiha Shūichi. 95
- Shūichi uses his position to influence village policy while leaving routine governance to Tsunade. 95 125
- Hyuga Hiashi was appointed as an Elder Advisor after the collapse of the prior leadership. 95
Civilian population
Konoha is unusually open among the Five Great Shinobi Villages, retaining ordinary civilians, shops, and commercial activity. Civilians nevertheless regard ninja with deep reverence and fear, reflecting the shinobi's higher social status. 4 83
When conflict between the Uchiha and Konoha leadership became public, merchants shut their businesses and civilians queued at the village gate to leave rather than risk being caught in a battle. 83
Root
Root functioned as Konoha's covert arm, carrying out operations the Hokage could not openly authorize. 21 Following Danzō's flight, Tsunade officially disbanded the organization and converted its former headquarters into a research facility for ninjutsu and human experimentation. 102
Despite its public separation from Konoha, Danzō's network continued supplying intelligence to Shūichi and Tsunade. It exposed Sunagakure's invasion plan and turned against the attacking forces during the Chunin Exam crisis. 125 142
Military Strength
- Konoha possesses a deep Jonin corps and major-clan forces; its surviving elite foundation remained intact even during the Uchiha leadership crisis. 85
- The Uchiha Clan forms a core part of Konoha's high-end strength. A Three Tomoe Sharingan user is considered among the upper echelon of Jonin, while even a one-tomoe user reaches Elite Chunin level. 78
- Konoha's defenses proved capable of containing simultaneous attacks from Sunagakure, Iwagakure, infiltrators, Root operatives, a Mangekyo user, and the One-Tail jinchūriki. 142
- After the invasion, Konoha used Kotoamatsukami to covertly control captured Kage Ōnoki and Mei Terumī. 144
- By the period after the destruction and rebuilding of Iwagakure and Kumogakure, Konoha stood alone at the top of the ninja world. 150 160
Economy and External Influence
- Konoha finances infrastructure beyond its borders, including the bridge connecting the Land of Waves; toll revenue is paid to the village as compensation for its loan and protection. 112 150
- Nobles and merchants pay Konoha to guard mines and trade routes, creating long-term income presented publicly as mission fees. 150
- After Iwagakure and Kumogakure were devastated, Konoha seized many of their commercial interests. The resulting loss of revenue reduced their ability to train shinobi and recover their former strength. 150
Relationships
- Uchiha Clan — Once politically isolated and disliked by other Konoha shinobi, the clan became a central power bloc after the fall of Hiruzen's administration. 4 95
- Tsunade — Konoha's Fifth Hokage; publicly its leader, but privately controlled by and deferential to Uchiha Shūichi. 92 95
- Shimura Danzō and Root — Former covert leadership faction whose official fall enabled Tsunade's accession; its intelligence network later served Konoha's plans under Shūichi's control. 94 102 125
- Hyuga Clan — Allied to Konoha's new power structure through Hiashi's appointment as Elder Advisor, though Shūichi later forced the clan into secret vassalage. 95 98 101
- Land of Waves — Economic partner connected to the Land of Fire through a Konoha-financed bridge and toll arrangement. 112 150
- Sunagakure and Iwagakure — Invaded Konoha during the Chunin Exam and suffered major losses after walking into a prepared counter-ambush. 142 144
- Kirigakure — Formally sought closer ties by participating in Konoha's Chunin Exam, but later faced the prospect of being reduced to a Konoha Special Zone in the Land of Water. 125 160
