Background / History

Forty-five years before the Valley of Hell incident, a young Setsuna asked Uchiha Madara how one could possess the power of a god. Madara answered him only with, “Do you also want to dance?” Setsuna later interprets Uchiha Ci's appearance as the guidance Madara had foretold. 24

Setsuna is a survivor from the Warring States era and a hardline Uchiha elder. He once plotted to assassinate the Second Hokage, Senju Tobirama, and remained deeply dissatisfied with the Senju-led policies governing the Uchiha. He inherits Madara's will, seeks greater Uchiha sovereignty, and leads the clan's hawkish faction. 2 24

As Great Elder, he distrusts Konoha, Sarutobi, and Danzō, believing that reliance on others reduces the Uchiha to dependents who can be discarded at will. He protects the Valley of Hell commission because its long-term annual payment—equivalent to an S-rank mission—is one of the clan's few independent sources of income. 5

Personality

Setsuna is decisive, proud, and openly hawkish. He regards war as unavoidable, distrusts political restraint, and judges shinobi by whether they can secure the Uchiha clan's future. His initial treatment of Ci is harsh: he calls the unawakened genin “trash,” considers him potential coup cannon fodder, and follows a brutal philosophy of throwing young Uchiha into danger to see whether they survive. 3 4

Despite this ruthlessness, Setsuna is not indifferent to his subordinates. Ci's tactical talent and apparent willingness to die for the clan overturn Setsuna's opinion of him. Aftermath

Setsuna leaves Ci the forbidden-jutsu scroll and survives through Izanagi. His continued survival is confirmed in a note found by Ci after the battle. 25 26
