Background / History

Flame Nation begins its modernization drive while its armed forces are reducing personnel by more than one million. Its aging Type 59 tanks are considered inadequate against modern foreign armor, prompting the military to sell outdated vehicles to 077 Machinery Military Factory at low cost for conversion into civilian engineering vehicles. Retired tank crews are also recruited as after-sales repair engineers, easing employment pressure caused by the downsizing. 8

The Type 59 Civilian Engineering Vehicle becomes commercially successful in Linjiang Province due to its durability, efficiency, and ability to operate in harsh environments. The resulting revenue benefits both 077 Machinery Military Factory and the military, which receives a share of overseas-export profits. 10 11

With additional funds available, the military debates whether to field Type 69 tanks or pursue an entirely new main battle tank. It ultimately chooses a limited Type 69 deployment while introducing an unprecedented domestic bidding conference for a new main battle tank capable of reaching international front-line standards. 11 12
