Kakuzu suddenly asked. In theory, either was possible.
After occupying Kirigakure, Uchiha Mai could have taken over the Mizukage's Office himself. The reason for that possibility needed no explanation: he had already done precisely that.
The other possibility was that he had installed a puppet government, creating the illusion of "Kirigakure people governing Kirigakure" to reduce local resistance.
But even if it's the latter, is it really a good idea to march me straight to the Mizukage's Office like this?
I'm Kakuzu, not Connor Kenway. I can't pull off that whole "kill every witness and it's a perfect assassination" routine.
Even for me, assassinating Uchiha Mai would be somewhat difficult once he noticed me.

Kakuzu paused, then asked, "Who's your boss?"
