The abilities of Mangekyo Dojutsu weren't set in stone. Shinji knew that better than anyone.
Take his Susanoo Lamp, for example. When he had only a Mangekyō Sharingan, it had just two pairs of eye sockets. In other words, aside from his own Mangekyō Sharingan, he could wield at most one other pair of eyes.

To test his theory, Shinji took Nameless to the underground training ground.
