The Planetary Defense Council unanimously determined that the Fourth Wallfacer, Alvin Valshius, had to attend a public hearing before the United Nations Planetary Defense Council, with the world's major media outlets as witnesses.

The purpose was to prove the Fourth Wallfacer's identity to the public and clear up the rumors and public opinion spread by the ETO Organization.
