Background / History
Founding
Konoha was founded when Uchiha Madara, Senju Hashirama, and other Land of Fire clans united after the Warring States Period. The village system transformed formerly competing clans into a shared community of interests and briefly ended the cycle of clan warfare. 28 51
Its founding ideal was to protect children and individuals from being sent to war. Madara and Hashirama had both lost younger brothers in the conflict between their clans, shaping their desire to create a place where children could live without becoming soldiers. 250
The village's name and the title Hokage are linked to Madara: according to Uchiha records, Madara casually suggested “Konoha” while holding a leaf, while the “Fire” in Hokage reflects his Fire Release rather than Senju Hashirama. 366
Decline of the Founding Balance
After Hashirama and Tobirama died, Konoha remained a leading great village but lost much of its former authority. The Third Hokage's administration resumed human experimentation intended to recreate Wood Release, initially using Senju subjects before expanding to other clans. 9 250
Under Sarutobi Hiruzen and the Hokage Advisory Council, major departments, resources, and military institutions became concentrated among the Sarutobi, Utatane, Mitokado, and Shimura factions. Military Police Reform
The original Konoha Military Police Force was created under Senju Tobirama, managed by the Uchiha Clan, and charged with maintaining public order and arresting civilians or ninja with criminal tendencies. Its authority was weakened by the Anbu, interrogation, and investigation divisions, leaving it largely responsible for civilian disputes. 87
Its strict enforcement and outdated laws fostered public resentment, while prior administrations refused to alter its practices. 327 Under the reforms, the force was expanded into five districts, each with two Action Battalions; headquarters retained four Action Battalions and one Special Action Battalion. Uchiha personnel kept senior posts, but lower-level positions were opened to others. 317
Military and Security
Clan Forces
The Uchiha and Hyuga remain major pillars of Konoha's military strength. Following the reforms, the Uchiha Clan could still assemble roughly five hundred ninja despite its members serving across village departments, while the Hyuga Clan could gather around four hundred. 421
The Sharingan and Byakugan serve as highly recognizable proof of Konoha affiliation in the field. During the defense of Kikyo Mountain Fortress, the clans' dōjutsu allowed their forces to enter without formal orders because neither bloodline could plausibly be mistaken for rogue ninja. 194
Kikyo Mountain Fortress
Kikyo Mountain lies northwest of Konoha and functions as a wartime supply hub for the Land of Waterfall, Grass, Rain, and Rivers defense lines. Its fortress is the final northwestern barrier before the village; an army moving at full speed from beyond the mountain could reach Konoha's walls within a day. 190
Konoha successfully defended the fortress against the Three Villages Allied Forces, then drove the remaining Iwagakure troops toward Tenchi Bridge for encirclement and destruction. 224 229 233
New Weapons
Konoha developed ninjutsu bullets that store chakra in a Chakra Capacitor and release techniques sealed in miniaturized scrolls through gun-like launchers. The demonstrated ammunition included Fire, Wind, Lightning, Earth, and Water Release variants. 304
These weapons were later credited with helping Konoha break Sunagakure's defensive positions by destroying large-scale offensive equipment before Konoha's elite ninja advanced. 344
Civil Administration and Development

Konoha subsequently distributed two months of grain and supplies to Sunagakure households, offered reconstruction work at daily wages, released civilians from shelters, and assisted in repairing the damaged village. 360 361 362
Amegakure
Konoha cooperates with Amegakure and Sunagakure on the East Water West Transfer project. The project is planned in three stages: water-system reconstruction, a desert water network with anti-seepage infrastructure, and ecological restoration. 421
Amegakure's leadership views Konoha's participation as the guarantee that made the multinational project possible, while contributing manpower to its construction. 401
Iwagakure and Kumogakure

Kirigakure
