Background

Konoha contains the Hyuga Clan compound and maintains the clan's Main Family–Branch Family hierarchy. Branch members are ordinarily bound by the Caged Bird seal; Hyuga Chiba avoided branding only because he was born without eyes. The village and clan supported him with basic necessities after his parents died protecting the Hyuga Clan Head during the Third Shinobi World War. 1

The village's stated ideology is the Will of Fire, which Sarutobi Hiruzen defines as the older generation sacrificing for the future and valuing bonds between people. Chiba publicly disputes this ideal by criticizing Konoha's leadership during the Third Shinobi World War, the Nine-Tails Rebellion, and its treatment of Naruto and the Uchiha Clan. 10

1. Hyuga disturbance — Chiba awakens the Tenseigan within the Hyuga compound, removes Neji's Caged Bird seal, and announces that he will leave Konoha to seek power before eventually returning to change the clan system. 6 7

2. Hokage Building assault — Seeking the Scroll of Sealing, Chiba attacks Sarutobi Hiruzen and fights Anbu, Root, and Konoha jōnin. His Shadow Clone infiltrates the Hokage Building and successfully retrieves the scrolls. 8 9 13

3. Destruction and defection — Chiba activates Tenseigan Chakra Mode, breaks free of Konoha's restraints, and uses Silver Wheel Reincarnation Explosion, destroying the Hokage Building and part of the Hokage Rock. He escapes after his chakra begins to run low; Konoha classifies him as an S-Rank Rogue Ninja with a fifty-million-ryō bounty. 11 12

4. Pursuit toward Sunagakure — Hiruzen dispatches Konoha jōnin after learning Chiba may target Shukaku. Kakashi and Hyuga Nozomu track him through the Land of Rivers and continue toward Sunagakure. 17 18 23

5. Fourth Shinobi World War crisis — After Chiba takes control of Sunagakure, Rasa issues a declaration demanding the other villages surrender their Tailed Beasts. Konoha prepares for attack, assigns Anbu to protect Naruto, supports Iwagakure, and enters a heightened state of alert. 52 53
