Background / History

The World Government was established after Imu and a coalition of twenty major nations defeated the Great Kingdom. Imu used Uranus to secure victory, then called upon the twenty nations to form a new world order centered on Mary Geoise. 567

Imu concealed herself as the true World King while the founding rulers publicly swore equality before the Empty Throne. The organization presented itself as an alliance of equal nations, while the Five Elders managed its visible highest authority. 561 567

The rulers of the founding nations were given Uranus's blood and became the Celestial Dragons, who relocated to Mary Geoise as “World Nobles.” The Nefertari family refused to join them and returned to Alabasta, secretly preserving its opposition to Imu's rule. 567

From its founding onward, the World Government erased the Great Kingdom's history, suppressed knowledge of the Void Century, and monitored the inheritors of Joy Boy's will, the D Clan. 567

Hidden Leadership

Major Arcs

Fish-Man Island Relocation

The World Government officially recognized Fish-Man Island's application to relocate to the surface after Queen Otohime's successful World Meeting proposal. However, Wright concluded that the apparent concession was designed to remove Fish-Man Island's natural protection and make it dependent on Government garrisons and tribute. 117 167

Growing Tension with Marine Headquarters

The Government accepted the Wrightforged Beacon for military use because rejecting an effective anti-piracy tool would damage its image of justice. It nevertheless opposed civilian deployment, fearing that easy transportation would fundamentally alter the World's political and economic balance. 467 524

After Wright killed Kaido despite direct orders not to do so, the Five Elders removed him as Fleet Admiral and installed Sakazuki in his place. Their decision was motivated by fear that an increasingly powerful Marine Headquarters would eliminate piracy, unify the New World, and escape Government control. 554 555

Exposure and Rebellion

The World Economic News published reports on the Government's history of atrocities, including Ohara, Wano, Sobel Kingdom, Sabaody's slave trade, and the attempted assassination of the Alabasta royal family. Public opinion rapidly turned against Mary Geoise. 554 555

The Government attempted to sanction Marine Headquarters by cutting supplies and military funding. Wright's allies, including Gild Tesoro and Morgans, offset the pressure with financial, material, and media support. 560 561

Alabasta withdrew from the Member State system and revealed evidence of Imu's existence. Impel Down then seceded, followed by Marine Headquarters' declaration that it had broken away from the World Government to uphold justice independently. 561 562

Final War and Dissolution

The Revolutionary Army declared war, and numerous countries joined the anti-Government movement. The Five Elders ultimately recognized that the World Government had become opposed by much of the World. 563

Dawn Watch, uniting Marine Headquarters, the Revolutionary Army, Elbaf, Alabasta, Wano Country, Fish-Man Island, and major pirate forces, launched its final assault on Mary Geoise. 568 570

Following the final battle against Imu and Uranus, the World Government, Five Elders, and Celestial Dragons were dismantled. A temporary tripartite council of Marine Headquarters, the Republican Alliance, and the Navigator Association replaced its authority over world affairs. 579
