But under Karatachi Yagura's rule, Kirigakure was implementing the Bloody Mist policy. It had practically closed itself off from the world and paid no attention to the cries of those outside.

Although Kirigakure's Anbu had constantly pursued Zabuza Momochi, he was as slippery as a loach. If there were many Mist Anbu, he ran; if there were few, he charged right in. With the Kubikiribōchō and the Silent Killing Technique, he slaughtered the Mist Anbu until they retreated again and again, sending the Demon's reputation soaring ever higher.
