Background / History
Liu Bei leads a developing faction that recruits talent in Yingchuan. When the twelve-year-old Qi Fei offers his service, Liu Bei personally tests him in the classics, governance, and military strategy, then welcomes him with exceptional warmth. Qi Fei's arrival becomes central to Liu Bei's military growth. 7
He accompanies Qi Fei's newly trained soldiers toward Mount Tai, reorganizes his troops, and begins taking greater responsibility after Qi Fei encourages him to recognize his own value. He supports Qi Fei's work even when he cannot directly contribute to it. 10
Liu Bei authorizes the Edict of Recruiting the Virtuous at Chen Xi and Qi Fei's request, opening recruitment to capable people regardless of background despite the political danger of opposing aristocratic monopolies on office. The edict brings numerous prominent recruits into his faction. 15 30 111
Following Qi Fei's breakthrough, Liu Bei gifts him one of his own Twin Swords. He declares that the sword carries his authority—“seeing this sword is like seeing me”—demonstrating extraordinary trust in Qi Fei. 34
When Jia Xu challenges him over responsibility for the chaos of the realm, Liu Bei accepts Chen Xi's harsh answer rather than evading it. His resolve awakens a Monarch Talent and convinces Jia Xu and Li You to serve him. 111
Liu Bei later coordinates with Qi Fei and Chen Xi to expand across several provinces, accepts Cao Cao's surrender, and reveals his broader plans to his core followers. After Liu Xie abdicates before Liu Bei's army enters Sili, Liu Bei oversees the transition while Chen Xi assumes management of the imperial court. 130 134 136 174
Personality
Liu Bei consistently treats capable people with humility and respect. He personally assists Jia Xu, Li You, and Qu Qi from their carriages, an act that materially improves their opinion of him despite his position as a provincial ruler. 111
His ambition is rooted in improving the lives of the common people. Upon learning of Kushan's exceptionally fertile land, his immediate desire is to secure it for the Han so that people will no longer suffer hunger or cold. 122
He is trusting toward his subordinates to an unusual degree. Even as Qi Fei gains the loyalty of the Flying Bear and commands overwhelming military influence, Liu Bei shows no suspicion or resentment. 120
Liu Bei is also personally invested in his followers' lives, repeatedly attempting to find Qi Fei a suitable wife despite failing to understand Qi Fei's preferences. 109 111 112
