Background / History
The Federation was established after the Sun Moon Empire reunified the continent following the Abyss invasion. Over time, the Sun Moon Federation came to be called the Douluo Federation due to its location on the Douluo Continent. Some former Star Luo citizens and Heaven Spirit nobles refused submission and emigrated overseas, forming the modern Star Luo and Heaven Spirit Empires. 44
Six thousand years ago, the Abyss Plane invasion exposed the Federation as “a commander without an army.” It responded by founding the War God Temple, recruiting powerful individuals throughout the continent to defend humanity and counterbalance Shrek Academy, the Tang Sect, and the Spirit Pagoda. 2
After six millennia of development, the War God Temple gained public recognition and helped create a four-way balance among the continent’s major high-level forces. The Federation’s openly affiliated top combatants include Xie An, Yue Tian Douluo, and Hanhai Douluo Chen Xinjie, in addition to the nine great legions and the Blood God Legion. 2
Government and Military
Federal Council
The Federal Council is headed by the Council Chairman, a Title Douluo who acts as a spokesperson for nearly every major continental power outside Shrek Academy and the Tang Sect. The Chairman maintains authority through political balancing among competing factions. 30

Nine Great Legions
The Federation maintains nine great legions, whose commanders hold significant military and political power. Known commanders include:

War God Temple
The War God Temple is the Federation’s principal high-level combat organization. Its stated purposes are resisting the Abyss Plane, protecting humanity, and balancing independent powers such as Shrek Academy, the Tang Sect, and the Spirit Pagoda. 2
- The Temple recruits powerful soul masters and integrates major sects into the Federation’s structure. 2 92 99
- Title Douluo who serve for five years may receive Three-Word Battle Armor; those who serve for twenty years may keep it. Abyss-frontline veterans can receive compatible Three-Word Battle Armor immediately upon return. 22
- A Limit Douluo willing to serve the Temple, Federation, and humanity may be guaranteed Four-Word Battle Armor within three years. 22
- The Federation publicly announced the Body Sect’s accession, with Mu Ye becoming a War God and a dedicated War God position being reserved for Body Martial Soul cultivators. 99 100
Technology and Armaments
The Federation possesses technology capable of changing the balance between soul masters, Battle Armor Masters, and ordinary humans.
- Spirit soul and blood analysis — Federation researchers can identify interplanar connections through blood traces and examine samples, soul tools, and related evidence. 10 21
- Fixed Soul Guidance Shells — The military can rapidly provide large quantities of Level 7 and 8 shells, as well as hundreds of Level 9 shells, for major operations. 10 13
- Level 12 God-Slaying Fixed Soul Guidance Shells — Only three were developed. Federation scientists petitioned for their permanent sealing due to their immense power and energy requirements. 77
- Weapons capable of killing Limit Douluo-level figures — Xie An states that Federation technology has developed weapons capable of killing him. 21
- Interplanar communication devices — The War God Temple uses special communicators capable of functioning across planes so long as they remain connected to the Douluo Plane. 90
- Eternal Heaven — A Rank 12 God-Slaying Fixed Soul Guidance Shell entrusted to Ling Zichen for research and eventual use against the Abyss Plane, under conditions that research results be shared with the Federation and that it not be used in human civil war. 143
Policies and Public Initiatives
Mysterious Heaven Skill Release
The Federation pressured the Tang Sect to remove restrictions on the Mysterious Heaven Skill and permit ordinary civilians to cultivate it. Xie An represented both himself and the Council Chairman in the negotiation. 36
The War God Temple and Tang Sect jointly announced the release, generating a substantial increase in public approval and support for both the Temple and the Federation. 36
Recruitment of Independent Sects
The Federation uses resources, official positions, Battle Armor, and public recognition to attract sects that lack funding or fear decline. 22 92 100
The Body Sect’s accession served as a public signal that the Federation would absorb former major sects and cultivate talent regardless of background. Other declining sects subsequently considered following its example. 92 99 100
Regulation of Shrek and Tang Sect Influence
The Federation viewed Shrek Academy as a state-like power that possessed elite soul masters, political allies, economic autonomy, and influence over its graduates despite lacking an independent army. 122
It also regarded the Tang Sect’s technological capabilities and association with Shrek as threats to Federation authority. 30
Conflict with Shrek Academy and the Tang Sect
A secret Federation meeting approved a plan to destroy Shrek Academy, citing its students’ alleged disregard for Federation law, their loyalty to Shrek above the state, and the academy’s growing autonomy. The Tang Sect was included because of its close integration with Shrek and technological influence. 30
Xie An advocated first undermining Shrek spiritually and politically through the Skysea Alliance Tournament in Eastsea City. His plan was to demonstrate that Shrek was not invincible, observe its response, and shape public opinion before physical action was taken. 30 32
Following Shrek’s defeat in the Eastsea competition, Federation-aligned media amplified coverage of Shrek’s loss and controversy surrounding its graduates. 50 51 54 65
After Shrek Academy and the Tang Sect headquarters were destroyed, the Federation publicly attributed the incident to Evil Soul Masters and the Holy Spirit Cult. It ordered surviving Shrek students to report to the War God Temple and required Tang Sect affiliates to submit to investigation. 131
- The Federation avoided immediately purging surviving Shrek figures in order to limit public outrage and allow Shrek’s remaining political influence to fade. 140

Foreign Relations
Star Luo Empire
The Federation is substantially stronger than the Star Luo Empire. Xie An states that a few War Gods and a single fleet could destroy Star Luo if the Federation chose to do so, but argues against unification because humanity faces the Abyss Plane and internal war would bring needless casualties. 38
The Federation’s military superiority, number of Limit Douluos, and advanced technology lead Star Luo to pursue cooperation rather than confrontation. 37 76 91
- The Federation dispatched a diplomatic delegation led by Xie An to Star Luo. 68 76
- Xie An provided Holy Dragon Douluo En Ci with an internal communication device and requested Star Luo’s cooperation in seizing its Tang Sect branch during Federation action. 90
- Following the destruction of Shrek and the Tang Sect headquarters, Star Luo sided with the Federation and seized control of its Tang Sect branch. 126
- Star Luo’s cooperation came at the cost of increasing Federation influence over its autonomy. 126
Heaven Dou / Dou Spirit
The Federation also moved to take control of the Heaven Dou Empire and its Tang Sect branch. Yuanen Zhentian later reported that the takeover had succeeded. 130
Role in the Abyss War
The Federation considers the Abyss Plane an existential threat and maintains the Blood God Legion to guard the Abyss Passage. 2 115 128
When Abyss activity escalated in the Extreme North, Federation forces deployed around the region and coordinated through a command structure of generals, legion commanders, War Gods, and high-level soul masters. 150 152
During the final mobilization, Xie An called for the entire Douluo Continent to prepare for war against the Abyss Plane. 148
- The Federation’s forces supported plans to stabilize the Douluo Plane and counter Abyss Tides. 145
- Ling Zichen’s modified Eternal Heaven was selected to destroy the Blood River God-Slaying Array. 152
- Under Xie An’s order, Ling Zichen launched the decisive warhead that destroyed the array and most Abyssal powerhouses gathered within it. 153
