Background / History

The Heavenly Arena was jointly funded by countless martial arts schools rather than owned by one individual. It became the foundation of Keli City's prosperity and drew fighters from around the world with prize money, training opportunities, and competitive advancement. The Heart Source School held the largest stake. 2 4

Before Lu Qi Phoenix's reforms, the arena had limited technology: matches could only be watched live, television broadcasts were black-and-white, and there were no large viewing screens or reliable recordings. 1 2

Its governing structure originally centered on twelve martial-arts-school “Directors,” whose seats were determined by Fighting Tournament results. Twenty chief referees handled high-level matches and served as operational executors, but their authority was constrained by the Directors. 2 10

Corruption—including embezzlement, match-fixing, and misuse of the arena's enormous profits—was publicly exposed at a martial arts meeting attended by more than seven hundred representatives. Barn Frank and Lu Qi then began a broad rectification effort. 26

Lu Qi's reforms corporatized operations, separated refereeing from arena-management privileges, introduced Floor Masters, modernized facilities, and shifted the Arena toward a global martial-arts enterprise. 27 28 100

Operations and Rules

Matches and advancement

  • The first floor is divided into four zones—A, B, C, and D—with numerous small rings; entry-level spectator seating is free. 4
  • Tickets are required from the 10th floor onward, with prices increasing on higher floors. 4
  • The first floor hosts tens of thousands of matches daily. 4
  • Matches use a point system, and referees may advance exceptional fighters directly to higher floors rather than making them climb ten floors at a time. 2
  • Fighters have daily match limits. An injured fighter may delay a match, but failing to compete for one week results in a floor demotion. 2
  • Entry historically required signing a death waiver; life-or-death matches were permitted despite the point system. 2
  • Killing an opponent later became explicitly forbidden, with suspension as the penalty. 183
  • Nen abilities are prohibited below the 200th floor; only basic Nen applications are allowed. Divine Script clothing is likewise restricted, with violations resulting in immediate disqualification. 109

Referees

  • Referees require combat ability, assessment, sharp battle judgment, and the ability to score fights accurately. 2 4
  • Refereeing is dangerous because officials can be caught in fighters' attacks. 2
  • Chief referees recruit referees and oversee matches above the 200th floor; there were originally twenty chief referees. 2
  • All arena staff eventually became Nen users, allowing them to judge increasingly sophisticated combat safely and accurately. 100 109
  • By the time of Illumi's arrival, some referees were stronger than the competitors they supervised. 183

Floor Master System

The Floor Master system was introduced during Lu Qi's rectification plan. It replaced the earlier absence of a floor-master structure and established one Floor Master for each floor from the 200th through the 251st floors. 10 27

Feature Details
Number of positions 51 originally proposed: one for each floor from 200 to 251. 27
Income Fixed income tied to the Arena's revenue, varying by floor. 27

Floor Master Arena

Floor Masters can manifest a private arena anywhere within Keli City, allowing battles without outside interference or major collateral damage. 243

  • The privilege is restricted to Keli City. 243
  • It is rarely used and has appeared fewer than ten times shortly after its introduction. 243
  • Its later form can select different terrains and functions as a rudimentary Secret Realm application. 416
  • It provides a legal alternative to unauthorized combat in densely populated Keli City. 416

Facilities and Services

Divine Script infrastructure

The Arena uses Nen-activated Divine Script for defensive barriers and structural reinforcement, especially for 200th-floor battles. These systems contain combat within designated spaces and prevent high-level attacks from damaging the wider building. 21 56

Lu Qi's long-term Reconstruction Plan aims to transform the entire Heavenly Arena into a massive Divine Script Creation. Renovation proceeds section by section using materials capable of being inscribed with Divine Script. 100 213 269

Gravity Training Room

A Gravity Training Room was constructed on the 235th floor through Divine Script. It requires Nen to activate and maintain, with early tests reaching eightfold gravity for limited durations at high Nen cost. 97

  • Provides comprehensive physical training, including internal bodily conditioning. 97
  • Features adjustable gravity for martial artists at different bottlenecks. 100
  • Became a signature training facility after years of refinement. 109
  • Biscuit became its highest-level user, and its continued upgrades were closely tied to her training needs. 109
  • High-level Gravity Room training dramatically enhanced Biscuit's physical power and overall combat ability. 269

Medical and recovery services

  • The Arena offers physical checkups after matches to identify hidden injuries and track bodily growth. 74
  • Floor Masters receive such support as a benefit, while other martial artists must pay. 74
  • Nen-user massage services accelerate recovery from fatigue and strain, particularly after Gravity Room training. 100
  • Martial arts halls increasingly employ healing and recovery-type Nen users as instructors and support staff. 220

Commercial and media facilities

  • The Arena contains accommodation, dining, supermarkets, commercial zones, and martial-arts-gym information services. 4 183
  • Modernization introduced televisions, recording equipment, signal towers, and worldwide event broadcasts. 27 100
  • Major arenas were expanded, and distant spectators require special glasses to follow Floor Master matches clearly. 247
  • The Arena's commercial presence was reduced to a more controlled level during the reform plan. 27

Tournaments

Fighting Tournament

The Fighting Tournament originally determined the twelve Director seats held by martial arts schools. Participants had to reach the 200th floor and win at least one match. 10

  • It had been held thirteen times by the Director meeting convened in 25.
  • Beyond Netero was among its past champions. 10
  • Divine Script reinforcement was used to keep tournament arenas intact against Nen users. 21
  • The tournament was temporarily suspended during the Arena's initial renovations. 28
  • Lu Qi later planned to alter its frequency and format. 97

King of Fighters Tournament

The King of Fighters Tournament was established as an annual world-class event intended to raise the status of martial artists and ensure that strength could provide financial security. 100

  • Smaller associated events include the Young Lion Tournament and Keli City Cup Tournament. 100
  • Some events impose age limits or prohibit Nen users. 100
  • One tournament's champion prize was the training method for Tempest Kick. 216
  • Its preliminaries can draw enough teams to require seven days of selection, with sixty-four teams advancing to finals. 220
  • Finals have been held in the Pachi Tribe's Earth Secret Realm, where Earth Elementals and Divine Script support arena construction. 220

Secret Realms and Dungeon Authority

The Heavenly Arena is linked to the Shadow Tower, a reflected version of the Arena accessible at night through Heavenly Arena Tickets and hidden Secret Realm Rifts. 212 213

Shadow Tower

  • Operates from 8 PM to 4 AM. 213
  • Tickets grant ten entries. 213
  • Ticket holders who inject Nen can see the hidden rifts; others generally cannot perceive them. 213
  • The Tower contains mazes across multiple floors and is regarded as the major Secret Realm connected to Keli City. 213 214
  • The mist outside the reflected Arena conceals danger, while the Tower's rift remains available as an exit. 213

Secret Realm Dungeon Master authority

Floor Masters possess authority over a Secret Realm Dungeon, while 200th-floor contestants may compete for separate qualification slots. 413 415

Requirement for 200th-floor contestants Details
Victories 1,000 victories on the 200th floor or above. 415
Hunter status Must possess a Hunter License. 415
Basen qualification Must possess a Basen Mark. 415
Available slots 251 slots, corresponding to the Arena's 251 floors. 415

  • Lu Qi eventually became the Arena's recognized reform executor, but delegated routine oversight to the twenty head referees. 28
  • Lu Qi later became the Arena's top Floor Master and its effective ruler, supported by a secretarial Nen-ability unit. 154 163
  • Eriko serves as secretary-general and chief steward; her Anywhere Door ability supports the Arena's administration and transportation. 154 249
  • At a later point, the actual manager is a special humanoid Nen Beast created by Lu Qi. 403

Trivia

  • The Arena has 251 floors. 27
  • It was once known for allowing extremely bloody combat, but later enforced a prohibition on killing opponents. 2 183
  • The Arena's development made Keli City attractive enough to be described as a “state within a state.” 414
  • More than 80% of Keli City's population eventually consisted of Nen users, making ordinary espionage in the city impractical. 426
  • In an alternate world untouched by Lu Qi, Biscuit considered its version of the Heavenly Arena outdated and no longer worthy of being called a sacred martial-arts ground. 270
