The Umbral Supreme Council is the force's highest deliberative body. History
Wang Ya arrived at the Umbral Expanse as a freshman intending to join its academy. By that point, the force was already a major regional Wizard organization with its own headquarters, academy, mission system, and territorial infrastructure. 1 55
During the Evil God Incident, the Umbral Supreme Council ordered the capture of Gendas's avatar for a joint Wizard Experiment. At the time, Umbraly Light led the Expanse's affairs because Umbral remained in seclusion. 89
Years later, internal corruption and external pressure prompted the Grand Internal Investigation. The resulting crackdown targeted rule-breakers, including Deno Laufe and the Berkeley Family. 164 170
