Geography and Cityscape

Iwagakure is built into mountainous Land of Earth terrain. Its stone houses rise in layers against the mountain faces along stone-paved streets, giving the settlement a rugged, gray-white appearance. Tsuchikage Administration

The Tsuchikage oversees diplomacy, village registration, resource allocation, missions, and strategic decisions from the Tsuchikage Building. Ōnoki personally handled Kyoshin Uchiha’s admission, concealed his identity from Konoha, and later delegated major responsibilities to him as a prospective successor 4 6 104.

Ōnoki retired in favor of Jingxin after guiding and protecting Iwagakure for decades. Jingxin was formally inaugurated as the Fourth Tsuchikage and immediately began handling diplomatic reports, mission approvals, commercial applications, and summit preparations 169 170 171.

Military Forces

• Iwagakure Anbu — Conduct covert observation, border surveillance, and emergency intervention. Shifeng led an Anbu unit that confronted Urashiki while protecting the Land of Earth. 3 95

History

Kyoshin Uchiha’s Defection

Following the Uchiha Clan Downfall, Kyoshin Uchiha sought refuge in Iwagakure. He chose the village for its distance from the Land of Fire, Ōnoki’s experience, and Iwagakure’s strength relative to the other major villages 2.

Ōnoki initially treated Kyoshin as a potential spy and placed him under observation. Once the observation period ended, he formally made him an Iwagakure ninja, granting him a forehead protector, a detached stone house, a monthly stipend, unrestricted access to ninja supplies, and access to the village’s ninjutsu archives 3 4.

To protect him from Konoha, Ōnoki created the local identity Kintsuchi and prepared detailed behavioral, confidentiality, and contingency plans 6.

Konoha Search Operation

Konoha attempted to search the Land of Earth for its missing genin. Ōnoki rejected Danzō’s initial request and demanded that Hiruzen Sarutobi negotiate personally if Konoha wished to enter 6.

When Hiruzen made a formal request, Ōnoki permitted a tightly controlled search under strict conditions:

• Ten million ryō payment.
• A single three-person squad.
• No member above elite chūnin level.
• No approach toward Iwagakure.
• A fifteen-day time limit.

Recruitment and Expansion

Iwagakure repeatedly accepted skilled outsiders under Ōnoki and Jingxin’s protection.

• Uzumaki Chinatsu and Karin were accepted as citizens after being rescued and were housed beside Jingxin. 18
• Haku was welcomed, given resources, and offered a path to become an official Iwagakure ninja. 33

Iwagakure’s influence grew sharply after Jingxin’s emergence during the Chūnin Exams and subsequent conflicts. Its prestige eventually surpassed Konoha’s, with the village described as the foremost ninja village in the Ninja World 56 162.

After Jingxin sealed Madara’s Impure World Reincarnation body, the other Kage openly acknowledged Iwagakure’s strength and his role in making the village the strongest among the Five Great Shinobi Villages for the coming decades 180.

Diplomacy

Konohagakure

Relations with Konoha began under severe strain due to Kyoshin’s escape and Konoha’s attempts to retrieve him. Ōnoki protected Kyoshin while refusing to allow Konoha unrestricted access to the Land of Earth 6 7.

Relations later improved through Jingxin’s cooperation with Tsunade, shared threats involving the Ōtsutsuki, and Yakumo’s relocation to Iwagakure. By that point, the two villages were described as friendlier than at any prior time 99 103.

Land of Waves

After Jingxin intervened in the Land of Waves, the nation developed a strong inclination toward the Land of Earth and Iwagakure. Ōnoki stationed guards there, turning the geographically strategic island nation into a likely long-term ally 62.

Land of Snow

The Land of Snow sought an alliance with Iwagakure after recognizing its need for ninja protection. Its envoy, Sandayu, negotiated with Ōnoki, while Queen Kazahana Koyuki considered marriage to Jingxin as a possible means of securing lasting ties 78 79.

Five Great Shinobi Villages

Jingxin represented Iwagakure at the Five Kage Summit shortly after becoming Tsuchikage. The five major villages unanimously formed their first joint alliance against Akatsuki 170 173.
