Background / History

Sawai led the TPC after bringing an end to a prior period of chaos and establishing peace. Despite his position, he cannot completely prevent internal suspicions and schemes surrounding powerful beings such as the Ultra Warriors. 10

During the Sona Ghost incident, Sawai worked with Director Yoshioka after GUTS Wing 1 confirmed that missile fire could damage the monster. Because use of the old missile stockpile required his authorization, Sawai issued the order for the sustained bombardment that reduced Sona Ghost to charred remains. 21

Afterward, Sawai personally met Zhou Hong to discuss his unusual knowledge of Sona Ghost and mythology. Though TPC records could not account for Zhou Hong's origins, Sawai chose to establish a working relationship with him, appointing him GUTS's part-time myth and legend consultant while allowing him to remain vice-captain of the Rookie Squad. 22

Sawai later met Obiko through Zhou Hong. Rather than treating the yokai as an enemy, he negotiated an arrangement to relocate willing residents of Yanino Street, establish a natural environmental protection zone for the yokai, and secure Obiko's cooperation against dangerous night monsters. 23 24

When the Lightning People became an ongoing threat, Sawai convened GUTS and placed the team on wartime readiness. Although he preferred coexistence, he concluded that humanity's dependence on electromagnetic waves made conflict unavoidable if the Lightning People continued to descend and attack. 28

Following Sanada Ryosuke's human-experimentation disaster, Sawai returned from overseas and insisted on speaking with Ryosuke himself despite objections from Yoshioka, GUTS, and Megumi Iruma. He persuaded Ryosuke to face the victims' families and assigned him work aimed at preventing further human experimentation. 48

Sawai is also willing to personally assume risk for others. He met Sanada Ryosuke face-to-face to guide him rather than simply treating him as a threat, trusting Zhou Hong as a contingency if the situation became dangerous. 48
