Background / History
Original Piltover
Piltover was the primary place Oran experienced through his recurring dreams, where he gained knowledge rapidly and became a scientific rising star whose reputation rivaled Heimerdinger’s. Its technology was regarded as the continent’s pinnacle, despite its comparatively limited extraordinary power. 13 53
Hextech was fundamental to the city’s technology. It could power machinery or produce beams capable of cutting the hardest steel, while each artisan’s work remained distinct because Hextech techniques varied even among practitioners of the same school. 14
Piltover and Zaun were once united before splitting into separate factions. Piltover’s wealth supported Zaun’s development, making Zaun its “dark mirror.” 38
Founding on Firefly Island
Oran adopted the name for a new kingdom after defeating pirate ruler Deli and Kurh of the Kurh Gang on Firefly Island. The island’s residents had endured sixteen years of pirate rule, lawlessness, and economic decline. 117 132 179
Brand publicly announced the pirates’ defeat, while Oran recruited local printers, journalists, and photographers to produce notices. News birds distributed flyers throughout the island and alerted Morgans, using publicity to destabilize the remaining pirate forces and attract outside attention. 117
The kingdom was formally established as a new nation rather than a city-state. Oran declared himself its King, stating that titles mattered less than his authority to set the law within its territory. 118
By 1495, Piltover had marked its third year since founding and held formal Evolution Day celebrations as its national founding commemoration. 164
Recognition and Expansion
Piltover initially prospered as a non-affiliated nation, becoming a destination for people fleeing lawless territories and impoverished countries. 151 179
It became an affiliated nation through the World Conference, gaining formal recognition and expanded trade opportunities with other member states. Its increased Celestial Gold taxes were offset by an annual citizen rebate, while the World Government returned the payments alongside research funding under the agreement. 261 262 265
After curing White Lead Disease and providing humanitarian aid, Piltover accepted Flevance into its territory. Flevance became Piltover’s North Blue base, focused on White Lead production rather than being developed into a second Firefly Island. 302 303 304
Government and Law
| Level | Known Structure |
|---|---|
| Head of State | Oran, sole King of Piltover 266 |
| Royal level | Members of the royal and family clans; exceptional figures such as Redfield hold noble-like standing 266 |
| Administration | National ministers, trusted associates, and advanced AI simulacra share governmental work 266 |
| Security leadership | Bear oversees combat support, personnel selection, training, and internal political work; Brand serves as a frontline captain and executes specific orders 225 |
| Foreign affairs | Brand later serves concurrently as Minister of Foreign Affairs, though final decisions remain Oran’s responsibility 265 |
Piltover’s political structure eventually shed the legacy of the former Favre Royal Family. Advancement is formally tied to exceptional ability: martial strength, proven inventions, or success through designated platforms. 266
The kingdom enforces strict territorial rules regardless of a person’s connections. A merchant’s attempt to smuggle drugs concealed in candy was uncovered by inspector Absalom, and the contraband was seized. 143
Pirates may normally land if they obey local rules, but coastal defenses, the Guard, and the military respond quickly to violations. Piltover temporarily forbids pirate landings before major events such as Evolution Day. 217 227 240
Geography and Districts
Piltover’s main territory occupies Firefly Island, whose two rivers and elevation changes support hydroelectric plans, while its plains are suitable for agriculture and wind power. 121
- Royal City — Administrative center built primarily with special white stone; its upper structures appear nearly suspended above the surrounding town. 121 296
- District 2 — The largest population and economic center, adjacent to the Royal City and used as Evolution Day’s main venue. 164
- District 4 — Contains temporary immigrant settlements. 164
- District 7 — Deep-water port used for large-scale cargo. 142
- District 11 — Downwind industrial zone concentrating heavy industry, steel refinement, and military-material production. 194
- District 13 — A separate area within Oran’s Book World, used to store special items and conduct research rather than a conventional island district. 121
Infrastructure and Economy
Industry and Technology
Piltover’s reconstruction included renovated roads between towns, reopened factories, rebuilt residential areas, windmills, dams, trams, and extensive public works. 132 181
Its industrial sector produces steel, special alloys, military materials, prosthetic bodies, pharmaceuticals, weapons, and technological goods. Heavy industries on Firefly Island are effectively state-owned due to their close military connection. 194 347
- Energy — Hydroelectric generation is planned around the island’s rivers, supplemented by wind power on the plains. 121
- Transport — The kingdom operates trams, Ring-Cycles for police use, passenger carriages adapted for larger races, and the royal flagship Power Gear. 179 226 217
- Medical technology — Oran’s prosthetics brought worldwide recognition to Piltover; the kingdom is particularly capable of treating hard-tissue injuries and White Lead Disease. 117 302 371
- Deep-sea resources — A Fish-Man exploration team supplies rare minerals, lowering equipment costs, while Piltover seeks Seastone reserves through cooperation with the Ryugu Kingdom. 251 304
- Currency — Oran planned a distinct Piltover currency backed by stable gold reserves rather than relying solely on World Government-issued Belly. 172
Immigration and Employment
Piltover actively attracts immigrants to fill its underpopulated territory and support industrial growth. It used underworld connections and newspaper publicity to bring willing settlers from lawless regions and non-affiliated nations. 179 248
New arrivals can receive temporary housing, food and lodging support, a subsidy, or interest-free living loans. Those with genuine skills may receive direct citizenship, while introducers of skilled workers can receive bonuses. 164 250 329
Military and Security
Piltover’s coastal defense cannons possess greater caliber and range than conventional artillery, allowing many pirate ships to be destroyed before they can land. 217
| Force | Role |
|---|---|
| Guard | Internal defense and rapid response to threats that reach the island 217 |
| First Legion / Imperial Guard Legion | Operates from the Power Gear, fights pirates abroad, and builds the kingdom’s reputation rather than remaining solely as palace guards 272 |
| Kingdom Army | Conventional domestic military force 272 |
| Foreign Legion | Legion composed of foreign residents 272 |
| Recruit Training Camp | Trains new military personnel 272 |
The military uses Imperial Mechas, power armor, exoskeletons, specialized landing craft, and the Power Gear. Piltover also sent personnel to Marine Branch G6 for systematic naval training to establish a stronger military foundation. 117 217 224 272
Society and Culture
Piltover publicly defines itself as a nation without racial barriers or discrimination. Its educational materials describe different races in detail and promote equal treatment, an outlook shared by senior officials and reflected among the general population. 117 225
The kingdom’s acceptance of Mink Tribe members, Fish-Men, merfolk, former slaves, immigrants, and unusual life forms distinguishes it from many surrounding nations. Otohime sensed no hostility during her delegation’s visit, and Merfolk Island later recorded the event as “Princess Diplomacy.” 225 345
Evolution Day
Evolution Day is Piltover’s national founding celebration, modeled after the original Piltover festival commemorating the Gate of the Sun as a symbol of progress, innovation, and wealth. 164
- Gold-and-red banners bearing gears and keys are displayed as national symbols. 164
- District 2 hosts major celebrations, public activity, and commerce. 164
- The holiday celebrates Piltover’s transformation from pirate-controlled lawlessness into a stable nation. 164
Foreign Relations
- Alabasta — A major trade and technology partner interested in Piltover’s railways, artificial-rain systems, solar power, desert greening, and soil-solidification technology. 226 227 330
- Ryugu Kingdom — Diplomatic partner in deep-sea mining and Fish-Man rights; Oran successfully advocated for its mining team at the World Conference. 227 262 304
- World Government — Piltover became a member nation after the World Conference, though Oran remains critical of its inequality and Celestial Dragon-centered system. 261 265
- Flevance — Incorporated into Piltover after the White Lead Disease crisis; functions as a North Blue development base. 303 304
- Drum Kingdom — Relations deteriorated after Wapol severed ties, while Piltover recruited medical personnel by offering improved treatment and citizenship. 329 330
Notable Policies
- Pirates who follow Piltover’s rules may normally land and trade, but violent or disruptive pirates are treated as threats. 227 240
- The kingdom bans red-light districts; former pleasure houses from the pirate era were required to change their businesses. 172
- Immigration is encouraged, but lawbreaking is not excused for either newcomers or local citizens. 179
- Piltover offers to construct free public libraries abroad, both to expand access to knowledge and to establish future teleportation beacon locations. 312 313
