History
Founding and Early Civil War
First Mizukage Byakuren founded Kirigakure during the transition from the Warring States period to the hidden-village era. The Hōzuki Clan was the first major clan to support him, while pressure from Senju Hashirama pushed additional Land of Water clans to join before resistance could become a prolonged war. 65
The village did not unite the Land of Water peacefully. Many clans rejected Byakuren's authority, including the Yuki Clan on Snow Wind Island and the Kaguya Clan, which had migrated from the Shinobi World's mainland. Kirigakure initially controlled most of Morning Mist Island but remained short on manpower and faced continued resistance across the surrounding islands. 65
Yura's Arrival and Military Expansion
Yura entered Kirigakure with Lucy and was accepted by Byakuren despite concerns from Hōzuki Gengetsu and other senior shinobi. She registered as a jōnin while her identity as a Seven-Tails Jinchūriki remained confidential. 66 67
Yura quickly established herself through repeated single-strike victories over challenging jōnin, then led Kirigakure's campaign against the Kaguya Clan. After killing clan chief Kimimaro and devastating the clan's settlement, she brought the survivors into Kirigakure's ranks. 68 78 82 83
Her subsequent conquest of the Yuki Clan caused widespread panic among the remaining island clans. Smaller clans on Young Leaf Island chose surrender rather than face Kirigakure's advancing forces. 93 107
Consolidation and War Preparations
Byakuren approved Yura's proposal to organize the village's elite into the Seven Ninja Swordsmen, with each swordsman commanding a specialized division. The system created formal avenues for advancement while separating the village's most battle-hungry shinobi into a controlled combat force. 84 86 137
Kirigakure later sealed its waters, inspecting merchant vessels and preventing hostile clans or intelligence from escaping to other nations. By the time its territory had been consolidated, its military forces were fully assembled for the approaching First Shinobi World War. 108 133
Kirigakure also finalized a purchase of two Tailed Beasts from Hashirama, reinforcing its position among the major hidden villages. 136
Government & Society
Byakuren governs Kirigakure as its First Mizukage. Though outwardly personable toward outsiders, he is described as exceptionally harsh within the village and willing to use force to establish authority. 65
Kirigakure offers citizenship to those who join due to its need for manpower. Its culture favors overt confrontation: shinobi often settle disputes through public fights rather than the covert killings and political maneuvering associated with Konoha. 65 101
- The village's growing reputation for brutality has led outsiders and civilians alike to view it as a place full of bloodthirsty killers. 101
- Civilian and shinobi spaces are sharply separated in some areas; Akiyama House, a popular restaurant, does not admit civilians. 68
- The village's military culture heavily favors swordsmanship; many shinobi carry blades and are trained in assassination-oriented combat. 68 95
Military Organization
Seven Ninja Swordsmen
The Seven Ninja Swordsmen are Kirigakure's publicly acknowledged strongest shinobi. Each commands a division with a distinct role, combining individual prestige with village-wide military organization. 87 101
| Division | Function | Notes |
|---|---|---|
| First Division | Covert Mobile Unit | Intelligence gathering, interrogation, external assassinations, and related covert operations; formerly the Corpse Disposal Squad. 86 101 |
| Second Division | Support Unit | Provides operational support. 86 |

| Fourth Division | Shadow Guard Unit | Protects the Mizukage from enemy control or interference. 86 |

Battlefield Doctrine
Kirigakure's large-scale operations rely on the Hiding in Mist Technique to deny visibility and create favorable terrain. Whistles and other audio signals allow its forces to coordinate through fog, snow, and other low-visibility conditions. 78 95
- Nearly a thousand Kirigakure shinobi participated in the assault on the Kaguya Clan. 78
- The village combines mist cover with Water Release, Lightning Release, explosive tags, and close-quarters swordsmanship. 78
- Its shinobi are trained to operate in conditions where visibility can fall below a meter. 95
Ninja Tools & Research
Kirigakure's military development accelerated after Yura took charge of the Ninjutsu and Ninja Tool Development Unit. Her facilities hollowed out a mountain into laboratories protected and partitioned by immense quantities of her hair. 89 120
- Seven Ninja Swords — Byakuren possesses seven special weapons intended to empower the village's elite swordsmen. 83 84
- Samehada absorbs chakra, heals its wielder, and can restore severe injuries if the user remains alive. 84
- Hiramekarei conducts and amplifies chakra; its power grows through kills but declines after disuse. 84
- Exploding Blade Shibuki and Lightning Blade Kiba are powerful but can injure incompatible wielders. 84
- Nuibari was selected by Yura, while Gengetsu selected Shibuki. 86
- Yura Ninja Tool Shop — Opened to sell high-quality, high-priced ninja tools and help fund Yura's development work. 87 89
- Chakra-conductive blades — Yura developed non-chakra-metal blades capable of conducting chakra, offering Kirigakure shinobi cheaper alternatives to traditional chakra metal. 72 85
- Ninja prosthetics — The development unit created prosthetic limbs with sealed techniques, including flame jets and projectile systems, allowing disabled shinobi to return to service. 120 123
- Jinchūriki development — Byakuren placed Jinchūriki management and anti-rampage research under Yura's division. 86
