Background

Tobirama died during the Second Shinobi World War's predecessor era after sacrificing himself to protect six guards, including Hiruzen Sarutobi, in a forest on the northeastern border of the Land of Fire. Decades later, his soul inexplicably remains in Kawadera Uchiha's Sea of Consciousness during the Second Shinobi World War. 1

Unable to act directly, Tobirama establishes a private “mission-issuing hall” with Kawadera. He offers techniques, research, and spiritual enhancements as rewards for missions that serve Konoha, including protection of Senju shinobi, intelligence work, and actions against the Uchiha Clan's planned treachery. 1 6 39

Observing the modern village through Kawadera, Tobirama is disturbed by Konoha's weakened ninjutsu heritage and the Senju Clan's mounting casualties. His confidence in the Will of Fire is challenged when the clan's culture of sacrifice leaves only three survivors from a force of more than forty. 4 10 11

The deaths and forced enhancement of young Senju shinobi lead him to reconsider his own policies. He concludes that his earlier focus on village integration came at the Senju Clan's expense, then assigns Kawadera an S-rank mission to preserve the clan while weakening the Uchiha's influence. 39 47 49

After learning fragments of Konoha's future from Kawadera, Tobirama loses faith in Hiruzen's eventual leadership and chooses to support Tsunade's faction instead. He promises the Flying Thunder God Technique if Kawadera can remove Tsunade's opposition without weakening Konoha during the war. 101

Tobirama is calculating, disciplined, and uncompromising in matters he believes affect Konoha's survival. Even while trapped within Kawadera's mind, he refuses to yield control of their arrangement, insisting that every technique be earned through a completed mission. 24
