Background / History
Konoha was founded roughly thirty-seven years before the end of the 37th Konoha era. Tobirama Senju's records state that he and the First Hokage established the village so children could grow up safely rather than be consumed by war. As its population surpassed 100,000, Tobirama came to regard Konoha as a vast composite entity whose competing interests resisted any single person's will 1 4 90.
The village's defenses changed substantially between Hokage administrations. Konoha had no walls during the First Hokage's era, while Tobirama established watchtowers for permanent reconnaissance; by the present period, it is enclosed by high walls and guarded entrances 42.
At the start of the story, Konoha is fighting the Second Shinobi World War on multiple fronts. Its forces face Kumogakure through the Land of Hot Water, Iwagakure and Amegakure through the Lands of Grass and Rain, Kirigakure in the Land of Waves, and Sunagakure through the Lands of Wind and River 5 29 51 116 127.
Governance and Institutions
- Hokage administration — Hiruzen Sarutobi serves as the Third Hokage. Shimura Danzō and Utatane Koharu act as senior advisers, with major military and political decisions handled through the Hokage's administration 42 121.
- Jonin Council — Jōnin promotions, mission rewards, frontline rotations, and military plans are decided in council meetings. Admission to the jōnin rank grants access to these high-level deliberations 86 124.

Military Strength and Wartime Condition
Konoha's wartime command relies heavily on clan-based formations, but Tobirama observes a serious decline in its ninjutsu heritage: border squads include chunin and genin who primarily depend on taijutsu rather than inherited techniques 4.
The Chunin Exams continue during wartime as a public demonstration of Konoha's military strength to villagers and the daimyō of the Land of Fire and its vassal states. The Senju Clan bears an especially severe share of the village's losses. It sacrifices more than 100 ninja in a single month and is reduced to roughly 200 remaining ninja, creating a dispute over whether the clan should continue leading every battlefield assault 36.
Factional Conflict
Konoha's unity is strained by competing clan interests, succession ambitions, and covert operations. Kawadera identifies major power blocs centered on the Sarutobi, Shimura, Ino-Shika-Cho, Hyuga, Senju-aligned, and Uchiha factions, all of which seek to protect or expand their influence 101.
- Uchiha Clan — The clan's strength, control of the Military Police Force, and pursuit of mission shares make it a major political concern for Hiruzen and Danzō. During the Land of Waves campaign, its leadership negotiates for missions specifically assigned to Uchiha ninja, provoking backlash from the Hokage's faction 42 68 89.
- Senju Clan and allies — The Senju, Inuzuka, Aburame, and Kurama clans are longstanding allies, but their continued frontline sacrifices leave them weakened and resentful of unequal burdens 36 100.
- Shimura Danzō's faction — Danzō employs Root operatives, intelligence leaks, public pressure, and rumors to constrain opponents. He uses the failed Flower Poison Sea operation to publicly reprimand Kawadera and create friction between Kawadera and the Senju Clan 68 123.

Story Role / Major Arcs
War of the Land of Hot Water
Konoha mobilizes against Kumogakure's invasion of the Land of Fire through the Land of Hot Water. Sakumo Hatake, the White Fang of Konoha, serves as supreme commander at the front, while Konoha reconnaissance and messenger units coordinate a pincer offensive against Cloud Ninja forces 5 9 10.
Land of Grass, Rain, and Earth Campaigns
Konoha splits its forces as Amegakure joins Iwagakure against it. Tsunade leads more than 300 ninja into the Land of Rain, where Hanzo's poison warfare devastates the Konoha force; the survivors include Tsunade, Jiraiya, and Orochimaru 29 31. Konoha later confronts Ōnoki's Earth Style and Dust Release while defending the medical battalion on the Land of Earth front 37.
Land of Waves War
Konoha dispatches 1,200 ninja, including 200 Uchiha, to contest Kirigakure for the Land of Waves' mission market. The campaign captures the capital without unrestricted large-scale ninjutsu or explosive tags, as Konoha seeks control of missions rather than indiscriminate destruction 51 66.
The war ends in a complete Konoha victory. Kirigakure accepts Konoha's demands for the withdrawal of spies, reparations, and seventy percent of the Land of Waves mission share, while returning six Sharingan to the Uchiha Clan 112.
Land of Wind and River Operations
Konoha sends squads into the Land of Wind to destroy Sunagakure's Flower Poison Sea, but Sunagakure reinforcements force the mission's withdrawal. Kawadera's team nevertheless obtains a poisonous flower sample that can be used to develop an antidote 116 121 122.
Konoha subsequently deploys more than 2,000 ninja to the Land of River under Danzō, with Tsunade and Orochimaru as deputy commanders. The campaign intensifies the struggle between the village's major factions while Konoha continues its war against Sunagakure 127.
