When Ichigo, Orihime, and Tatsuki arrived from home, the place was already up and running.

Although this war would not be fought in the World of the Living, and the Fullbringer forces there would not directly join the battle, the World of the Living Organization still had to keep all matters in the World of the Living stable.

They also needed to contact the Light Empire.

The Quincy of the World of the Living had now rebuilt the Light Empire, transforming it entirely into an organization dedicated to dealing with Hell infiltration incidents.

Since there were too many rules involved in dealing with Hollows, they had abandoned that task and left it to the Fullbringers.
