Background / History

Konoha’s relationship with the Uchiha clan has been shaped by earlier internal conflict. Uchiha Madara was blamed for indirectly causing the First Hokage’s death, while elder Setsuna Uchiha previously attempted a coup against Konoha’s leadership; both events deepened institutional distrust of the clan. 1 33

Successive wars left Konoha exhausted but still dependent on the Uchiha as a major fighting force. Under the Third Hokage and Uchiha patriarch Fugaku, the village and clan were pursuing a cautious détente, though public prejudice and political interference repeatedly threatened that progress. 1 4 31

Uchiha–Village Reconciliation Efforts

Konoha’s effort to reduce tensions with the Uchiha is undermined by anti-@@REF_ENTITY_12032779@@ public sentiment. When Shisui tries to apprehend a thief, civilians are quick to accept the narrative that an Uchiha officer is abusing a sick veteran rather than consider the theft accusation. 3

The Third Hokage treats the divide between Fugaku’s conciliatory faction and Setsuna’s hawkish faction as politically useful: internal disagreement is expected to push Fugaku closer to Konoha’s leadership. 31

Joint Chunin Exams

Konoha agrees to host joint Chunin Exams despite concerns that Kirigakure is using the event to probe Konoha’s strength ahead of a possible war. 47

The village bends normal exam rules by registering Jonin-level fighters, including Uchiha Shingen, as genin participants. Other villages employ similar tactics, turning the exams into a display of military power rather than a fair promotion assessment. 50 52 53

Sasori Incident

Sasori infiltrates the exams after assassinating the Third Kazekage and targets Konoha’s participants in the Forest of Death. Konoha suspends the exams, raises a barrier around the forest, and mobilizes reinforcements after Shisui reports that Sasori is pursuing Uchiha Shingen. 58 78

Minato ultimately arrives to destroy Sasori’s puppets and assist the injured, preventing the incident from escalating further inside Konoha. 85

Two-Tails Rampage and Concurrent Invasion

During the third exam stage, Yugito’s Two-Tails breaks loose in Konoha’s arena. The rampage causes widespread panic and destruction, forcing the Military Police Force, Anbu, Tsunade, and Konoha’s jonin to evacuate and protect civilians. 100

At the same time, Iwagakure’s Explosive Corps attacks Konoha’s defenses, exploiting the village’s divided attention. The Third Hokage personally leaves to confront the external threat. 100

The crisis leaves nearly a kilometer of Konoha in ruins, including severe damage to the Uchiha compound. Minato warns that Konoha is now likely to face war with the four great nations. 104

Danzo’s Failed Seizure Attempt

After the battle, Danzo uses the investigation into the Two-Tails incident as a pretext to attempt to take Uchiha Shingen into Root. Minato, Fugaku, and Nara Shikaku oppose him. 104

Shikaku invokes authority delegated by the Third Hokage over Chunin Exam-related incidents and orders Danzo to withdraw. Danzo’s focus on internal conflict during Konoha’s emergency places his leadership of Root in jeopardy. 104
