History
Early Succession
Hashirama ended the Warring States era through the establishment of ninja villages, while Tobirama developed the institutions that followed. Tsunade notes that both Tobirama and Hiruzen assumed office after their predecessors had died, leaving neither directly constrained by a surviving former Hokage 271.
Hiruzen's appointment was tied to his willingness to remain behind and sacrifice himself for his comrades. According to Orochimaru, Tobirama recognized that resolve and selected him as the Third Hokage 335. His accession nevertheless faced resistance from the Uchiha and unrest among the Senju 311.
Competition for the Fourth Hokage
The ninja clan faction promoted Hatake Sakumo so strongly that Hiruzen granted him the honorary Hokage half-sleeve. Sakumo's suicide ended that candidacy; Orochimaru interpreted it as an attempt to keep Kakashi out of the struggle and extinguish both his supporters' hopes and his opponents' suspicions 256.
Hiruzen instead cultivated Minato through major missions and wartime achievements. Orochimaru supported his own disciple, Yang Hao—known in Konoha as Ito Makoto—as a competing candidate, while Tsunade also backed Makoto 256 257 311 313.

Failed Transition and Minato's Tenure
After Yang Hao forced other villages into ceasefires, Jiraiya announced that Hiruzen and his allies were willing to step down and that a succession ceremony would take place the following day. Yang Hao and Orochimaru distrusted the offer; Minato later expressed confusion because he believed the position had been prepared for Makoto 321 324.
Yang Hao subsequently removed Hokage Rock and led villagers out of Konoha to establish a new settlement. Minato declined his invitation to leave and remained loyal to Konoha 326. He later became Fourth Hokage, but Hiruzen's circle continued to restrict his authority 331 332.
Later Leadership Crises
Minato died during the Nine-Tails incident. Hiruzen subsequently continued directing Konoha's affairs from the rebuilt Hokage's office 336 337.

During the Uchiha rebellion, Hiruzen deployed the reanimated First Hokage against Fugaku's Susanoo.
