History

Konoha is described as both a home and a fortress: a village built on the dreams and sacrifices of its founders, intended to protect its inhabitants and preserve peace. Its founding legacy includes cooperation between Hashirama Senju and Madara Uchiha, though conflicting historical accounts and the Uchiha Clan's growing alienation later strained that ideal. 6

Before the Third Shinobi World War, distrust between the village leadership and the Uchiha intensified around Uchiha Ling. Hiruzen Sarutobi regarded Ling as a possible bridge between Konoha and the Uchiha, while Shimura Danzō treated him as a potential threat because of his relationship with Uzumaki Kushina, the Nine-Tails jinchūriki candidate. 3 4 11

Danzō's Root attempted to abduct and later assassinate Ling in Konoha Hospital. The incident drew condemnation from the major clans, prompted a Jōnin Trust Conference, and eventually led to Root's downfall as a political force. 13 17 18

As war approached, Konoha entered Level One combat readiness, mobilized its borders, imposed wartime supply controls, and formed a wartime command headquarters. Orochimaru commanded the western front, Jiraiya oversaw intelligence, and Tsunade coordinated medical units. 46 51

Konoha survived the Iwagakure assault on Kikyo Mountain Fortress after Ling, Namikaze Minato, and Hyuga Tokuma arrived as reinforcements. The defense became a major morale victory, while Ling's subsequent actions against enemy forces elevated Konoha's military standing. 56 58 68

Following Danzō's execution and Hiruzen's decision to step down, Konoha's Jōnin and clan representatives selected Ling as the next Hokage. He initially served as Acting Hokage while formal approval was pending. 102 103

Under Ling's leadership, Konoha defeated Kirigakure's offensive, compelled the other great villages to surrender or negotiate, and imposed a postwar order centered on Konoha's supremacy. 110 113 116

Government and Institutions

Hokage Administration

Konoha was led by the Third Hokage, Hiruzen Sarutobi, through most of the documented period. His administration included advisors Mitokado Homura and Utatane Koharu, the Sannin, Anbu, major-clan representatives, and the Jōnin Council. 51 76 102

After the war and Danzō's fall, Hiruzen nominated Uchiha Ling as his successor. The proposal received overwhelming support from the Jōnin and clan representatives, including the Uchiha, Senju-aligned Tsunade, Hatake, Ino-Shika-Chō, and Hyuga factions. 102

Konoha Military Police Force

The Konoha Military Police Force was originally established under Tobirama Senju. Its Special Public Order Maintenance Ordinance granted it near-independent authority to investigate crimes, enforce public order, detain suspects temporarily, demand cooperation from village departments, and use coercive measures in cases involving village security. 31 35

The force was historically dominated by the Uchiha Clan, which gave the clan authority but also contributed to its political isolation. 31 40

Under Ling's leadership, the Military Police Force:

• Used the old ordinance to investigate Shimura Clan and Root members suspected of spreading destabilizing rumors. 36
• Released detainees who were not found guilty, preserving the force's legal legitimacy. 39
• Opened recruitment to other clans and civilian ninja while retaining Uchiha control over its core authority and captain positions. 40 45
• Became a broader political and security institution rather than an exclusively Uchiha organization. 42 45

Third Shinobi World War

Konoha faced threats from Sunagakure, Kumogakure, Iwagakure, and Kirigakure during the conflict. Its military leadership relied on the Sannin, clan forces, border outposts, intelligence units, medical personnel, and emerging commanders such as Ling and Minato. 46 51 53

Notable turning points included:

• Defense of Kikyo Mountain Fortress — Ling's squad reversed an Iwagakure assault that had nearly destroyed the Konoha garrison. 56 58
• Eastern-front stabilization — Ling's battlefield performance forced Iwagakure into a more cautious defensive posture and helped break the stalemate. 65 68

Postwar Order

At the Five Kage Summit, Konoha required the defeated great villages to provide reparations, cede territory, reduce military strength, restrict forbidden techniques, and accept Konoha-led political alignment. 114 115 116

Kirigakure received especially severe terms. In exchange for reduced reparations, it accepted a Konoha “peacekeeping” garrison of approximately 500 shinobi with free passage, exercise rights, and limited law-enforcement authority in designated areas. 116

The resulting treaties formally ended the Third Shinobi World War and established a new order in which Konoha held decisive military and political influence over the other great ninja villages. 116

Relationship with the Land of Fire

Konoha was traditionally subordinate to the Land of Fire's feudal authority, but this relationship deteriorated after the war. When the Feudal Lord demanded seventy percent of Konoha's reparations, Ling rejected the edict and executed the envoy who delivered it. 119

Konoha then dispatched an army toward the Land of Fire capital. After capturing Maple Song City and halting near the capital, it forced the feudal government into negotiations on Konoha's terms. 120 123 130

The final settlement placed the capital's security and public order under the Konoha Military Police Force, while the original garrison was ordered to submit to reorganization and screening. 130
