On November 18, representatives from every bear-level tribe in the Ice and Snow Wilderness gathered in Eskil City and signed the Eskil Declaration. The signing of this declaration marked the true arrival of an era of peace among all Slav tribes across the Ice and Snow Wilderness before the Holy War.
From the day the declaration was signed onward, tribal wars between the Slav tribes of the Ice and Snow Wilderness were prohibited. Any tribe—from the smallest rat-level tribe to the most powerful bear-level tribe—that launched a military action of more than fifty people against another tribe would face severe punishment from all bear-level tribes that had signed the Eskil Declaration.
Although the Eskil Declaration could not make every conflict in the Ice and Snow Wilderness vanish into thin air, it could reduce the destruction caused by those conflicts to a minimum. So long as the bear-level tribes maintained peace among themselves, no major unrest could break out across the Ice and Snow Wilderness, and conflicts between smaller tribes could likewise be kept at a very low level.
The one who proposed signing this agreement was Zhang Tie. Knowing what the other bear-level tribes of the Ice and Snow Wilderness were worried about, Zhang Tie took the initiative to propose this plan that could put everyone at ease. Thus, the delegations and tribal representatives from the Fire Bear Tribe, Wild Bear Tribe, Mountain Bear Tribe, Sea Bear Tribe, Black Bear Tribe, and Demon Bear Tribe, all of whom had come to Eskil City, signed the Eskil City Declaration without hesitation. To these tribes, so long as the united Icefield Giant Bear Tribe and Iron Bear Tribe had no intention of unifying the Ice and Snow Wilderness and all Slavs, everyone could finally breathe a sigh of relief.
