History

Founding legacy and factional rule

Konoha was founded by the Senju and Uchiha clans, though the Uchiha later became isolated from the village's core political power despite their founding status 68 98. Under Hiruzen Sarutobi and his fellow disciples of the Second Hokage—Shimura Danzō, Utatane Koharu, and Mitokado Homura—the leadership maintained surveillance, segregation, and suppression policies against the Uchiha 68 71.

The village's leadership also pressured the Hyuga Clan to resolve the Kumogakure envoy incident by surrendering a culprit. Hizashi Hyuga was forced to die in place of his brother, Hiashi, allowing Konoha to avoid war while preserving the Hyuga's Byakugan 35.

Uchiha rebellion

After Orochimaru defected and Jiraiya left the village, Konoha's leadership viewed the Uchiha as an immediate internal threat. Hiruzen planned to assemble a force of 7,000 ninja to destroy the clan while preserving enough troops for border security 68.

The Uchiha launched their rebellion before Konoha could complete its encirclement. Their attacks included the assault on the Hokage Office, terrorist attacks against civilian districts, guerrilla operations, and a fortified defense of their compound 75 100 104. The Uchiha's thirty-meter-high, thirty-meter-thick defensive wall and Sharingan-assisted archery inflicted major losses on the attacking force 105.

The conflict devastated Konoha. Uchiha Fugaku's Majestic Attire: Susanoo attacks destroyed large sections of the village, including the Hokage Office area, Ninja Academy, and Hokage Rock 117. After Uchiha Shisui secured the survivors' escape by capturing Hiruzen, he committed suicide and destroyed his Sharingan; Konoha then resealed the Nine-Tails and declared the remaining Uchiha traitors 119 122.

Reconstruction and invasion

Konoha rebuilt with shinobi receiving housing before civilians, while refugees and children were assigned reconstruction labor and supply work 122 123. The rebellion's casualties and destruction encouraged the Land of Lightning, Land of Earth, and Land of Wind to invade the Land of Fire 123 124.

Konoha first reached a ceasefire with Sunagakure by ceding occupied territory and the Land of Rivers 158. Its northern fortress later fell to Kumogakure and Iwagakure, which occupied one hundred miles of northern territory 169.

The war concluded with the Three-Nation Peace Treaty. Konoha ceded 200 kilometers of land, agreed to pay 17.2 billion ryo in reparations, and accepted responsibility for logistical support during demon-clearing operations 196.

Postwar crises

Konoha's military standing declined sharply after the loss of the Nine-Tails Jinchuriki, Naruto Uzumaki. The leadership publicly branded Naruto a rogue ninja and blamed him for the village's defeats, territorial losses, and wartime casualties 191 207.

Jiraiya later revealed that Naruto was the Fourth Hokage's son, shifting much of the village's public opinion against the leadership's treatment of him 217 218. Konoha also faced the Demon Calamity in its northern regions while lacking funds for a large-scale military response 222.

Governance and Society

Leadership

Konoha is governed by the Hokage, with Hiruzen Sarutobi supported by advisors Danzō, Koharu, and Homura. The council's decisions repeatedly prioritize military strength, political stability, and allied clan interests over civilians and weaker factions 35 68 194.

The Sarutobi, Nara, Yamanaka, and Akimichi clans are closely aligned politically, with the Sarutobi Clan receiving preferential protection during the Uchiha war 76 133. Civilian ninja lack the early secret-technique training available to clan heirs, creating a major disparity in combat ability and career prospects 61.

Ninja Academy

The Ninja Academy initially restricts civilian students largely to basic techniques such as the Three Body Technique, while clan children train in their hereditary arts from an early age 61. Following severe wartime casualties, Konoha repeatedly considered or implemented emergency student conscription and early graduation 128 223 243.

When civilian families attempted to withdraw their children from the Academy, Root seized families, accused parents of espionage, and forced children into ninja units 130.
