Background

Hiruzen Sarutobi is a disciple of the Second Hokage alongside Shimura Danzō, Utatane Koharu, and Mitokado Homura. Their shared teachings led them to regard the Uchiha Clan with suspicion; after taking power, they implemented policies of isolation, segregation, and surveillance against the clan. 68

After Orochimaru defects, Hiruzen suppresses the news to conceal Konoha’s weakened state. Fearing the Uchiha’s power and believing them responsible for the Nine-Tails Incident, he accelerates plans to destroy the clan and mobilizes Danzō’s Root forces alongside his own operation. 68

He attempts to deceive the Uchiha by sending false information that Fugaku will inherit the Hokage position. The Uchiha instead launch a surprise attack on the Hokage Office, trapping Hiruzen and his guards in a burning building. 73 75
