Jiraiya is a Konoha ninja counted among the legendary Sannin and regarded as a pinnacle of the village's jōnin combat strength. He repeatedly refuses Sarutobi Hiruzen's invitations to succeed him as Hokage, preferring to travel and pursue his own goal of world peace. 148 247

He is a longtime teammate of Tsunade and Orochimaru. Orochimaru's defection places Jiraiya in direct conflict with his former comrade; although Jiraiya is willing to fight him to protect Konoha, he repeatedly struggles to kill him outright. 97 99 369
