The difference was, they had not been tied down!
Standing in their way was Konoha's Police Force. Unfortunately, the current Police Force was not the same as before.
In the past, the Police Force had been entirely controlled by the Uchiha, so everyone who entered had been an Uchiha elite. Saying their strength rivaled the Anbu's might have been a bit exaggerated, but the gap had not been very large.

Seeing this bizarre method, the ninja who had released Strong Lightning turned very grim. With Hiruko blocking it like that, let alone causing damage, this move could not even form an electric field!
