Government and Institutions

• Konoha's high-level meetings included the Hokage, advisors Mitokado Homura and Utatane Koharu, Shimura Danzō, clan heads, jōnin, and Anbu representatives. During the Third Shinobi World War, these meetings coordinated the village's response to attacks on multiple fronts. 2
• The village's military structure included Anbu, the Konoha Military Police Force, clan forces, and mission-assigned ninja. The Uchiha formerly led the Police Force before relinquishing it to gain permission to establish an independent Mission Hall. 46 52

History

Third Shinobi World War

Konoha entered the Third Shinobi World War fighting Sunagakure, Iwagakure, Kumogakure, and Kirigakure simultaneously. It suffered major losses, including the death of Hyuga Hishu on the eastern front and the death of the sitting Uchiha clan head against Kumogakure. 2

Uchiha Gento's analysis of enemy weaknesses and his campaign against Sunagakure helped force the village into an unequal peace treaty. Kumogakure, Kirigakure, and Iwagakure subsequently negotiated peace and withdrew, ending the war. 4 21

Nine-Tails Incident and the Uchiha Rift

Gento warned Konoha's leadership that an attacker intended to exploit Kushina's labor to seize the Nine-Tails, proposing civilian evacuation, Kushina's relocation, and strengthened defenses. The warning was dismissed by several senior officials. 40

The Nine-Tails was later summoned over Konoha, causing widespread destruction. Hiruzen and the Military Police Force responded, while Minato ultimately died during the crisis. 46 51

In the aftermath, the Uchiha resigned from leadership of the Police Force and began constructing an independent Mission Hall and Awakening Chamber. Danzō's new Police Force became associated with bribery, assault, and the suppression of civilian complaints. 52 53 54

Uchiha Withdrawal

Tensions between Konoha and the Uchiha escalated into open conflict when Hiruzen attempted to capture the clan. Xuandou, Shisui, and Fugaku deployed Susanoo against the Anbu forces, allowing the Uchiha to break through. 84

Xuandou formally declared the Uchiha clan's withdrawal from Konoha and took Kushina and Naruto with the clan. The Uchiha later relocated their entire clan grounds to the Land of Hot Water and founded Hidden Xuan Village. 84 89

Decline During the Fourth Shinobi World War

After the Uchiha's departure, Konoha attempted to recruit the Chinoike Clan and use its Ketsuryūgan as a replacement strategic asset. 89 108

When Kumogakure invaded the Land of Fire, the major clans refused to commit forces, citing unpaid pensions, wartime losses, political exclusion, and past mistreatment by the village leadership. 119

Konoha's remaining forces were undermanned and poorly prepared. Hiruzen mobilized Sarutobi clan ninja with little battlefield experience, while Mitokado Homura sent the Chinoike Clan to the northern front as a vanguard. 139

Hiruzen was fatally wounded amid the multi-front conflict. Tsunade succeeded him as Fifth Hokage, dismissed Homura and Koharu from their advisory roles, and secured renewed cooperation from the major clans. 141 144
