Background / History
Konoha was originally founded when the Senju and Uchiha were its only clans. The village expanded over time, while the Senju declined in number; the Uchiha nevertheless retained residences in Konoha's central district. 7
The Nine-Tails' attack devastated Konoha, killing Hokage Namikaze Minato and causing damage exceeding that of the recently ended Shinobi World War. Sarutobi Hiruzen returned to the Hokage position rather than appointing an immediate successor. 5 6
During the attack, the Uchiha Military Police Force was initially ordered to organize civilian evacuations rather than confront the Nine-Tails. The clan later entered the battle after Naoki identified the Three-Tomoe Sharingan in the Nine-Tails' eyes as evidence of a frame-up; Konoha's forces, led in part by Hiruzen and Enma, suppressed the beast. 1 3
More than half of the village's buildings had been destroyed. Reconstruction included rebuilding the central district and relocating the Uchiha clan to a newly planned residential area. By the time the Southern Border conflict ended, Konoha had rebuilt with wider streets, sturdier houses, and a restored Hokage Building. 7 32
Government and Institutions
- Hokage — Sarutobi Hiruzen resumed leadership amid the post-attack crisis and retained final authority over diplomacy, reconstruction, and major military decisions. 6 81 89
- Hokage advisors — Shimura Danzo, Mitokado Homura, and Utatane Koharu participate in high-level policy discussions. Their disagreements over the Uchiha clan repeatedly affect village politics. 6 98 99
- Anbu — Conducts investigations, protects sensitive assets, and coordinates with other village forces. Anbu evidence helped establish that an unknown space-time ninjutsu user had provoked conflict around the Nine-Tails Incident. 9 80
- Military Police Force — Primarily associated with the Uchiha clan and responsible for village order. It became a focal point of postwar reforms and political conflict. 1 69 81
- Medical Department — Treats injured shinobi and employs medical ninja such as Sakurai Hideko. 1 61
- Root — Danzo's organization, which operates separately from ordinary village institutions and seeks influence over Anbu and the Police Force. 31 104
Political Climate
The Sharingan visible in the Nine-Tails' eyes created widespread suspicion toward the Uchiha clan. Although Hiruzen publicly stated that the Sharingan was planted evidence intended to frame them, many officials and villagers remained hostile. 5 9 11
Hiruzen avoided openly suppressing the Uchiha after the attack because Konoha had lost Minato, Kushina, and much of its combat strength; he judged that internal conflict could lead to civil war. Instead, he sought to stabilize the village by clearing the clan's name, increasing the Police Force's budget, and implying possible Uchiha representation in high-level decision-making. 6 35 98
Naoki's victories at the Southern Border and against the Fourth Raikage elevated both his personal standing and the Uchiha clan's prestige. This success intensified fears among some advisers that Konoha's political balance was shifting toward the Uchiha. 46 97 98
Relationships
- Uchiha clan — A founding clan and long-term resident of Konoha's central district. Their relationship with the village is defined by military service, political exclusion, mutual suspicion, and Hiruzen's later policy of conciliation. 7 9 35 98
- Kirigakure — Enemy during the Southern Border conflict. Konoha's eventual campaign against Kirigakure ended with its forces withdrawing from the region. 25 31 32
- Kumogakure — Signed a ceasefire alliance with Konoha after prolonged negotiations. Kabui's attempted abduction of Hyuga Hinata led to a diplomatic crisis, detention of the delegation, and Naoki's clash with the Fourth Raikage and Killer B. 81 86 89 97
- Hyuga clan — A major Konoha clan whose internal dispute over Kabui's death and Kumogakure's demands became a village-wide crisis. 86 87 89
- Land of Hot Water — The location of Naoki's disappearance and later recovery; Konoha dispatched Shisui, Itachi, and Inabi to search for him. 55 60

Minato redirects the Nine-Tails' Tailed Beast Bomb away from the village with Gamabunta, while Hiruzen and Konoha's elite shinobi suppress the Nine-Tails. Minato later dies after using the Dead Demon Consuming Seal to place half of the Nine-Tails inside his child. 4 5

Konoha sends forces to fight Kirigakure on the Southern Border. Naoki's squad carries out a deep strike against a Kirigakure transport fleet, survives repeated pursuit, and becomes a key part of Konoha's offensive. 18 25 31
Konoha later treats Naoki as the conflict's foremost contributor despite his presumed death after falling into the sea. A ten-million-ryō reward is issued for information on his whereabouts. 31

When Yamato's seal proves insufficient and an eighth tail begins emerging, Naoki uses the Evil Sealing Method to sever Naruto's chakra connection to the tailed beast and stabilize the crisis. 86
