Such a lockdown was not an overreaction or making a mountain out of a molehill; it was because the perpetrators were all ninjas, posing a massive potential threat.

One must realize that, in a certain sense, ninjas and ordinary people are already two different species.

If a ninja were to run rampant in the city, the damage caused would be immeasurably vast.

Precisely because of this, under the laws of the Land of Light, any crime involving ninjas was a malignant incident that had to be treated with the utmost priority.

Upon confirming that the unidentified enemies were ninjas, the Rōran management's decision to implement a city-wide lockdown was entirely in accordance with regulations.

Outside Rōran city, in an oasis amidst the desert, Yamato and his team, who had escaped from the Security Officers' capture, were sitting in a circle under a tree.

"What is wrong with the people here? We already told them we are ninjas from Konoha!" Naruto rubbed his head and shouted in frustration.

"It must have something to do with the identification papers they kept mentioning," Yamato analyzed, recalling the conversation from earlier.

"Could it be that all ninjas here require some sort of permit?" Sakura speculated.

Yamato shook his head; he felt things were not that simple. During the previous exchange, he had already clearly stated their identities, yet the other party had continued to demand documentation.

"You all stay hidden here while I go out to gather intelligence." Under these uncertain circumstances, Yamato did not feel comfortable taking Naruto
