Four-Pronged Strategy

Leaving Issho alone in the Naruto World, Kizaru returned to the One Piece World by himself to continue putting his plans into motion.

Although he had no idea how powerful the Five Elders and Imu, the World Government's highest authorities, were, Kizaru was extremely confident in his own strength. He was absolutely certain he could defeat the World Government's top fighters.

Kizaru's plans now focused more on how to overthrow the World Government at the lowest possible cost and establish his own rule here.

With Kizaru around, the Naruto World's top fighters were definitely stronger than the World Government's—and perhaps even the entire One Piece World's.

However, the One Piece World had its own advantages: its vast territory and enormous population.

After establishing the Land of Light in the Naruto World, Kizaru had conducted a nationwide census.

The Land of Light encompassed an entire continent and its offshore islands. Its territory covered a total of 13.25 million square kilometers, and its population totaled eighty million.

For comparison, a single superpower in the One Piece World, Alabasta, had a territory of over ten million square kilometers. Its population was unknown, but it maintained a standing army of six hundred thousand.

The Alabasta Kingdom was merely a superpower in the first half of the Grand Line. From that, it was clear that the World Government ruled over far more land and people than the Land of Light.

However, the Land of Light occupied only one continent on the Naruto World's planet. Kizaru had explored the entire planet and discovered two untouched continents, uninhabited by humans and yet to be developed.

So, comparing the planets as a whole, the Naruto World's planet was not much smaller than the One Piece World's.

Of course, ruling over a large territory did not mean a country
