The encirclement had three layers. The Marine Admirals, along with Sengoku and Garp, stood in the innermost ring, directly in front of Kizaru.

Three of the Five Elders blocked off the other directions. Of the remaining two, Saint Mars had transformed into the Itsumade and could fly, so he soared overhead to prevent Kizaru from escaping through the air.

The last of the Five Elders, Saint Peter, who had transformed into a Sandworm, burrowed underground and temporarily disappeared from sight.

Facing this dense encirclement, which brought together nearly all of the World Government's top fighters, Kizaru looked completely calm. The corners of his mouth even lifted slightly into a faint smile.

When he decided to conquer this world, his one concern had been that he had crossed over before the story of One Piece had concluded, leaving him short on information about the World Government's trump cards and strongest fighters.
