The four teams Kizaru had invited to the Naruto World this time happened to represent the three major forces in the Pirate World: pirates, the Navy, and the Revolutionary Army.

Then, with the advantage that the Land of Light was not located in the Pirate World and would therefore remain untouched by the wars, as well as its ever-increasing productivity, they could sit back and reap the rewards.
