No matter how you looked at it or from what angle, the pirates of Pirate World were true thieves, thugs, and criminals.

These pirates were steeped in violence and slaughter. They preferred to let strength do the talking rather than reason things out.

It was useless to expect these pirates to follow the new order that the Land of Light was building in East Blue through words alone.

Only overwhelming strength, only fists as hard as steel, could make these people behave.

Kizaru had sent Madara Uchiha to receive Kaido and Big Mom for one simple reason: to make them understand the power of the Land of Light. He wanted the two Four Emperors, whose emotions were unstable and who flew into fits from time to time, to realize that even Sea Emperors had to follow the rules here when they entered the Land of Light's territory.

Madara Uchiha understood Kizaru's intentions, of course. After lunch, he vanished from the apartment with a Body Flicker Technique.

High above the sea to the southeast of the island where the apartment stood, Kaido, transformed into an Azure Dragon, and Big Mom, riding on the cloud Zeus, were flying through the sky.

Though neither had brought their crew or sailed aboard their flagship on this trip, both were among the most powerful figures on the seas, and neither had concealed their movements.

As a result, many forces and powerful individuals across the seas had noticed them.

Two Sea Emperors—especially the pair of Four Emperors famed for their bad tempers—were heading to East Blue. Every one of those people and forces watched with keen interest.
