According to plan, after arriving at Foosha Village, Zephyr was supposed to travel to the Land of Light under Kizaru's arrangements and see for himself what true peace and prosperity looked like.
But Zephyr declined the offer. He felt that his trip to the East Blue had already proved how successful the Land of Light was under Kizaru's leadership. Rather than visit the Land of Light itself, he wanted to reunite with Aokiji and get started on building the Neo-Navy as soon as possible.
For someone so proactive, Kizaru naturally chose to respect Zephyr's wishes. He had Zephyr rest in Foosha Village for the night, then personally used his teleportation technique the next day to take Zephyr and his disciple Ain back to the Military Base on the East Blue front line.
"Admiral Zephyr, I've already arranged for my people to help Aokiji find a base for the Neo-Navy. It's an island in the New World called Sugo Island, with tens of thousands of residents, most of whom make their living farming. It used to be under Whitebeard's protection. I contacted Whitebeard myself and got him to hand the island over." Before they parted, Kizaru briefly explained the details of the Neo-Navy's new base to Zephyr.
Zephyr nodded calmly, then looked back at the dozens of young marines behind him, ready to return to their warship. With a touch of confidence, he said to Kizaru, "These marines behind me will be the seeds of the Neo-Navy. Every one of them is an outstanding soldier with a strong sense of justice."
"Good. Then I'll be waiting for your good news in the East Blue," Kizaru said with a smile.
Zephyr didn't reply. He simply swept one hand through the air and strode forward, declaring in a hearty voice, "Let's move out!"
