When He Chunhua took office, he brought local criminal forces under control without immediately destroying their livelihoods. His principal measure was the Liquor Permit: anyone selling alcohol in the city had to obtain official authorization or face legal punishment 3.

• The Red and White Path, a local gang with influence over the liquor trade, became part of the city’s monitored local order through the permit system 2 3.
• Taverns, teahouses, bathhouses, and entertainment districts serve as major information hubs for travelers and local factions 2.

Years of foreign wars depleted Qiansong Prefecture’s regular army, so Blackwater City recruits strong, healthy locals regardless of whether they are exiles or murderers. Recruits receive pay rather than being subjected to daily forced labor 20.

During the expedition to Coiling Dragon City, the garrison fought the Great Wind Army’s heroic spirits. He Chunhua activated the Heavenly Thunder Defense through the State Decree and the collective national fortune and morale of Qiansong Prefecture’s living population 48.
