They were actually a special kind of spectral ghostly body. Even the spectral warhorses they rode, though they appeared to be real horses, were in fact ghostly bodies as well. Thus, crossing the river was no trouble for them. They merely used their cold, murderous netherworld aura to freeze the waves beneath their hooves at the instant they landed. A single moment was enough to support the Nazgûl's seemingly massive, weighty bodies, allowing them to cross the river with ease in this manner.
