Background / History

Sarutobi Hiruzen was selected by his teacher, Senju Tobirama, as the Third Hokage during Tobirama’s final stand against Kumogakure. At the time, Hiruzen was only in his twenties and an elite jōnin whose prestige was insufficient to command Konoha’s older Warring States veterans. Uzumaki Mito’s political weight and personal support helped stabilize his early rule. 31

As Hokage, Hiruzen inherited a village shaped by Hashirama’s charisma and Tobirama’s institutions. His own leadership emphasized maintaining internal unity and stability rather than pursuing territorial expansion.
