History
Founding and early development
Konoha was founded by Hashirama Senju and Uchiha Madara after their clans ended their long conflict. Their village attracted displaced people and numerous ninja clans; within a few years, it reportedly held more than 100,000 people and tens of thousands of ninja. 277
The village became the center of the Land of Fire's ninja power. Its major clans included the Uchiha, Hyuga, Sarutobi, Uzumaki, Kurama, Inuzuka, and Ino-Shika-Cho, among others. 449
During the Second Shinobi World War, Konoha took in survivors of the destroyed Whirlpool Village. The Uzumaki refugees were housed in the largely vacant Senju Clan Compound under the First Hokage's former friendship treaty with Whirlpool Village. 3 17
Uchiha reforms and the Third Shinobi World War
Before Uchiha Nara's rise, the Uchiha-controlled Military Police Force was associated with arrests, prisons, and public order, fostering distrust between the Uchiha and ordinary villagers. Nara restructured its squadrons to emphasize public assistance and civil mediation, reducing open hostility toward the clan. 17 23 46
During the Third Shinobi World War, Konoha was pressured on several fronts by Kirigakure, Sunagakure, Kumogakure, and Iwagakure. The village mobilized the Uchiha and Hyuga for the eastern defense, with Nara commanding a 3,000-ninja expeditionary force at the Eastern Stronghold. 110 112
The war inflicted severe casualties. Sarutobi Hiruzen pursued peace agreements despite widespread anger over unrecovered reparations and the deaths of Konoha ninja. 154 160
Fourth Hokage administration
Uchiha Nara was appointed Fourth Hokage by the Daimyo and succeeded Sarutobi Hiruzen. Namikaze Minato became his assistant, while Hiruzen joined the advisory structure. 220 221
Nara initially avoided abrupt purges or reforms. He began changing military-style agency names into civilian administrative departments, intending to adapt Konoha to a population that included many non-ninja residents. 222
He later proposed renaming the village Konoha City and expanding its six major departments into twelve. 235 By this period, housing had begun spreading beyond Konoha's original walled perimeter as refugees and incoming clans settled nearby. 384
Transition to Daimyo rule
After the Land of Fire Daimyo's bloodline was extinguished, officials from the Capital City urged Nara to assume the position. He initially rejected the offer due to the lack of precedent for a Hokage becoming Daimyo. 444
Nara eventually became Daimyo of the Land of Fire and oversaw the selection of a successor through a jonin vote rather than personally appointing one. Namikaze Minato was chosen as the Fifth Hokage. 447 449
Government and civic organization
Jonin Class
The Jonin Class functions as Konoha's parliamentary body, convening annually to debate and approve major policy. More than 120 ninja attended the recorded meeting in which Uchiha, Hyuga, medical, and mental-health funding proposals were debated. 38
Its influence includes:
- Reviewing major military and diplomatic decisions. 103 160
- Approving or contesting funding increases for village institutions. 38 110
- Electing the Hokage; Minato received the most jonin votes in the Fifth Hokage selection. 449
Departmental system
Under Nara, Konoha's former departmental structure was reorganized into twelve departments, with leaders standardized under the title of Minister. 222 235
- Ministry of Education — Operates the Ninja Advanced Training Class, which teaches elemental ninjutsu to genin and chunin based on their chakra nature. The program was intended to improve opportunities for civilian-born ninja. 235 258
- Mental Health Department — Established to treat ninja suffering from psychological trauma; the proposal passed with majority support in the Jonin Class. 38 41
- Military Police / Security functions — Responsible for public order, patrols, arrests, prison management, and rogue-ninja enforcement. 23 83
- Anbu — Handles covert and special missions; its role had expanded into functions normally associated with policing because of Konoha's political structure. 83

Defense and military
Konoha is protected by high walls reinforced with barrier ninjutsu. Authorized ninja can open designated sections of the barrier to leave the village. 23
Its military strength is supported by large clan forces, particularly the Uchiha and Hyuga. At one Jonin Class meeting, each clan fielded more than thirty jonin; either was described as capable of qualifying as a major ninja power if separated from Konoha. 38
During wartime, Konoha operates major border strongholds, including:
- Eastern Stronghold — Defended against Kirigakure's invasion force during the Third Shinobi World War. Forty-five of its sixty-five outposts had fallen before Uchiha-led reinforcements arrived. 112
- Northeast Stronghold — Maintained a force of 5,000 ninja during the Kumogakure conflict. 224
- Northwestern Stronghold — Used as a defensive position against Iwagakure and later as a settlement area for refugees from the Land of Rain. 123 263
Territory and affiliated settlements
Yuho City
Yuho City is an Uchiha-developed stronghold in the Land of Tea. The local Daimyo handed the city to Uchiha Akabi's group and provided 1.5 billion ryo in annual support for its development. 80
Nara planned Yuho City as a fallback base rather than a rival mission village. Its development included:
- A ninja outpost in the northeast district. 83
- A ninja-tool workshop in the northwest district, supported by possible local mineral resources. 83
- A Ninja Academy, clinic, Medical Corps, Military Police Force, and Anbu structure. 80 83
- Recruitment of wandering ninja and samurai to establish an initial security force. 83
By Konoha Year 52, Yuho City's forces numbered nearly 3,000 ninja and were considered capable of confronting villages such as Amegakure or Takigakure. 288
Refugee and clan integration
Konoha repeatedly accepted displaced groups and incorporated them into its population and ninja system.
- Uzumaki Clan — Rescued from Whirlpool Village and settled in Konoha after their homeland's destruction. 3 17
- Yuki Clan — Granted asylum after persecution in the Land of Water; members were divided between Konoha and Yuho City, with academy-aged children intended for collective enrollment. 300
