The Six Kage were going to hold a summit.
They couldn't just pick any time and place.
They had to take into account the hatred and mutual distrust between the Six Great Ninja Villages.
The location also had to be acceptable to all six villages.
Naruto, of course, didn't mind. With no one else to hold him back, he could honestly say that even if the entire Akatsuki attacked him, he was confident he could escape unscathed. Naruto, who had mastered Sage Mode, Nine-Tails Chakra Mode, and the Flying Thunder God Technique, could afford to be that confident. Once he could combine the two modes, to put it plainly, he would be the next generation's God of Shinobi!
So Naruto truly didn't care where this Six Kage Summit was held. But he was the only one who could afford to think that way. The other Five Kage couldn't. In fact, unless someone had reached the level of the First Hokage or Uchiha Madara, nobody could ignore a large-scale attack by a formidable army. How many Kage had died beneath the tide of an enemy's forces?
The Second Hokage and the Third Raikage were the best examples!
Naturally, the Six Kage Summit had to be held in a neutral country.
And it had to be at a reasonable distance.
The country had to have no significant ties—or at least no major interests—with any of the others.
When they considered all of the above, there was only one possible choice.
"Mm, it's been decided. The Six Kage Summit will be held in the capital of the Land of Iron one week from now. The current general of the Land of Iron, Mifune, will preside over the summit. And as a general rule, each Kage may bring only two guards!"
