Background / History

The Celestial Dragons are an elite ruling class supported by the World Government. They possess immense wealth and political privilege, receive the offerings of much of the world, and are publicly framed as divine “descendants of gods.” 107

Their power extends over non-affiliated nations unable to pay the Heavenly Tribute. The Tartarus Kingdom, a flower-filled country known for bees whose honey nourishes the body, was allegedly destroyed through a staged pirate attack; Saint Ross then arrived with the Navy to “liberate” it and claimed the territory as his personal domain. 11

The former Tartarus Kingdom was subsequently turned into a private garden visited by Celestial Dragons during spring honey-production season. Their visits reportedly last one to two months, with CP0 expected to guard them and Marine Admirals available as support. 95

Organization and Resources

• Five Elders — senior Celestial Dragons who make major decisions for the World Government. They negotiated Doflamingo’s Shichibukai appointment after he threatened to expose information about their National Treasure. 65

Indigenous Extermination Tournament

The Celestial Dragons hold an Indigenous Extermination Tournament every three years against non-affiliated nations. During these hunting games, Marines blockade the targeted islands under the guise of protection. 107 131

Gray publicly exposed the tournament during his broadcast and presented it as evidence that the Celestial Dragons’ divine image was a World Government fabrication. The revelation severely damaged public trust in both the World Government and the Marines. 107 108 131

Major Incidents

Tartarus Kingdom

A Celestial Dragon’s interest in Tartarus Kingdom preceded the country’s destruction. Pirates were blamed for killing its citizens, after which Saint Ross and the Navy claimed to have liberated the island and converted it into his territory. 11

This event became Gray’s central grievance against the Celestial Dragons, as he inherited the hatred of Tartarus Kingdom’s former prince. 11 93

Doflamingo’s Rejection

Doflamingo attempted to return to the Celestial Dragons after seizing part of the Heavenly Tribute, but Saint Saturn rejected him and declared that the Donquixote branch had ceased to be Celestial Dragons after leaving the Holy Land. 65

Doflamingo then used his knowledge of the National Treasure to force the Five Elders to appoint him as a Shichibukai. 65

Public Execution Broadcast

Gray captured a Celestial Dragon at Tartarus Kingdom after defeating the CP0 guards, then arranged a live broadcast through Morgans. 106

During the broadcast, Gray shot the captive’s hand to demonstrate that Celestial Dragons were mortal, exposed their hunting tournaments, and publicly executed him. He also offered Road Poneglyph information in exchange for Celestial Dragon heads. 107

The execution shattered much of their perceived divinity, triggered global unrest, and prompted the World Government to pursue Gray and his crew. 107 108

Conflict with Fairy Tail and Allies

The Celestial Dragons continued retaliating against Gray’s allies, deploying forces against the Charlotte Family after Uranus was destroyed and planning to create a new National Treasure. 136

During the later conflict, Saints Wally, Marcus, and Nusjuro fought Fairy Tail members. Saint Marcus was injured by Gray and ordered the World Government forces to retreat. 148 152
