Background

Nuoding City is a city of the Heaven Dou Empire and the first major settlement reached by Huo Si after surviving two weeks in the Douluo Continent's mountain wilderness. Its Spirit Hall branch rejects his attempt to join due to his age and low-ranked snake martial soul. 1

After returning with Dragon Kingdom support, Huo Si uses the city as his first operational foothold in the Douluo World. He exchanges gold bars for local currency at its pawnshop, buys cultivation materials from the Spirit Hall branch, and stays at a city hotel while gathering intelligence. 5

Administration and Control

Huo Si cultivates ties with both of Nuoding City's principal official powers: the City Lord's Mansion and the Spirit Hall branch. Following the Jin Family's accusation that Huo Si caused the disappearance of Jin Chengwu and several retainers, City Lord Xiao and the branch head publicly clear him for lack of evidence. 13

The Jin Family is destroyed in a missile strike later that night. City Lord Xiao, Su Yuntao, and the Spirit Hall branch head receive large payments afterward and recognize Huo Si as backed by an overwhelming force. 13

A military base established in the mountains outside the city is incorporated into Nuoding City's administration as Huo Family Village. Its inhabitants receive legal status within the Heaven Dou Empire. Nuoding City subsequently becomes a three-party territory shared by Huo Family Village, the City Lord's Mansion, and the Spirit Hall branch. 13

Within a month of Dragon Kingdom investment, Nuoding City becomes the fastest-growing city in Fasinuo Province. Modern-style roads, high-rise buildings, commercial streets, and major salt, clothing, food, and ironware businesses are developed or acquired. 14

City Lord Xiao receives repeated commendations and expects promotion to the provincial level. Huo Si is first appointed Nuoding City Economic Development Envoy and later made Deputy City Lord when an outside candidate is selected for the city lord position. 14

Nuoding City hosts the first spirit master tournament in Fasinuo Province, jointly organized by Huo Family Village, the City Lord's Mansion, and the Spirit Hall. The event is limited to eight-year-old participants, with Spirit Hall referees and city guards maintaining order. 14

The tournament draws visitors from neighboring cities and expands the city of roughly 100,000 people by several hundred thousand attendees, producing significant economic activity. 14
