Background

Jiraiya, a disciple of the Third Hokage, offered to adopt the orphaned Uchiha Matsuri when Matsuri was four years old; the adoption itself had been arranged by the Third Hokage. Matsuri subsequently lived at Jiraiya's home, though Jiraiya was frequently absent on wartime missions. 1

After the Second Shinobi World War, Jiraiya did not return to Konoha with Orochimaru and Tsunade. He instead spent three years caring for the Land of Rain orphans Yahiko, Nagato, and Konan. 4 6
