History

Nine-Tails Attack and Reconstruction

The Nine-Tails appeared within Konoha, causing widespread destruction and forcing non-combatants to evacuate to the Tatsumi Shelter. Minato Namikaze and Kushina Uzumaki died during the crisis, while numerous villagers and shinobi were also killed. 2 7

Hiruzen Sarutobi presided over a memorial service at Konoha Martyrs' Cemetery for the victims. Reconstruction began immediately afterward, with workers rebuilding damaged areas throughout the village. 7

During reconstruction, the leadership relocated the Uchiha Clan and the Military Police Force to Konoha's outskirts. The Uchiha's former compound was designated for rebuilding villagers' homes, further worsening tensions between the clan and the village administration. 10 15

Continued Border Conflict

Although the Third Shinobi World War had ended, Konoha continued to experience smaller clashes along its borders with the Cloud and Mist ninja. Shinobi, including Uchiha Izumi's squad, remained stationed at the Land of Lightning border. 22 41

In Konoha Year 51, Konoha and the Land of Lightning negotiated an end to their prolonged conflict. Returning shinobi were welcomed home as the border forces withdrew. 45

Alliance with the Cloud Ninja Village

On December 27 of Konoha Year 51, Konoha formally signed an alliance treaty with the Cloud Ninja Village. The signing was held publicly in the Chunin Exam arena and attended by Konoha's leadership, ninja clans, Land of Fire officials, and civilians. 48

The treaty was celebrated across the village as the beginning of long-term peace. 48 50

Political Issues

Uchiha Clan Tensions

Following the Nine-Tails attack, the Uchiha Clan is treated with suspicion by parts of the village. Uchiha clansmen believe the leadership excluded them from confronting the Nine-Tails because it feared their Sharingan could control it. 15

The relocation of the Uchiha compound to the outskirts intensifies resentment within the clan. Fugaku Uchiha accepts the order to avoid acting separately from the other clans, but the move leaves the Uchiha physically and politically isolated from the village center. 10 15

Hiruzen attempts to reduce this divide by placing Uchiha Izumi on Hyuga Hizashi's squad and viewing her as a potential bridge between the Uchiha and Konoha. 34 37 45

Hyuga Clan Neutrality

The Hyuga Clan avoids direct involvement in the struggle between Konoha's leadership and the Uchiha. Hiashi Hyuga instructs Hizashi to obey the sitting Hokage and focus on missions rather than pursue political power. 41

The Hyuga Clan's absence from the Cloud alliance signing—caused by the confirmation ceremony for its Main House descendants—creates visible tension at the public event. 48 50

Root Recruitment and Fallen Shinobi Assets

After the Nine-Tails attack, Danzo proposes that Root take in children from ninja clans whose members died during the disaster. The proposal is accepted in principle, subject to approval of the list. 11

Konoha's post-attack fiscal deficit also leads the leadership to authorize review of inheritances left by fallen shinobi without heirs, with Root receiving the inheritances of families it recruits. 11

Social Conditions

Naruto Uzumaki's Treatment

To conceal Naruto's identity as Minato's son and Konoha's jinchuriki, the leadership gives him Kushina's Uzumaki surname and initially plans to place him with an ordinary family. 12

Many villagers instead associate Naruto with the Nine-Tails. Mitsui Naoto attempts to kill the infant Naruto, and a crowd later demands that Hiruzen banish him from Konoha. 16 17

Hiruzen enforces a gag order concerning Naruto's jinchuriki status and forbids the term “Demon Fox” from being spoken around him. 17

By the time Naruto lives alone, Konoha provides him with a monthly allowance of 3,000 ryo. Two years after the attack, parents also use the “fox demon” story to frighten disobedient children, with Naruto's whisker marks treated as its supposed identifying feature. 41 42 44
