Chunin Exam oversight

Hiruzen monitors the Chunin Exams through a crystal ball alongside Konoha’s senior shinobi. Though he has heard rumors that Uchiha Sora is dead weight, he notices Sora’s agile movement and considers Ibiki’s request to recruit him into the Anbu significant. 11

After Sora repels Orochimaru with unfamiliar weapons, Hiruzen recognizes the strategic value of a powerful toolmaker. He rejects Danzō’s attempt to recruit Sora, insisting that Sora is still a child and should first pass the exams on his own merits. 15

Hiruzen permits Sora to leave the village on a minor mission and orders Kakashi not to interfere, reasoning that young shinobi need room to grow rather than constant protection. 19

Konoha invasion

During the invasion, Hiruzen is confronted by Orochimaru, Itachi, and Deidara while Gaara threatens the village below. He realizes that the older generation’s battle is constrained and hopes Konoha’s younger shinobi can create an opening. 28 31

He witnesses Sora suppress Gaara with a Gatling Gun and later sees the nuclear strike against Shukaku. The scale of the explosion shocks him; he judges it comparable to, or greater than, a Tailed Beast Bomb and concludes that the immediate crisis has been averted. 29 33

After Orochimaru attempts to attack Sora again, Hiruzen sees Sora produce additional nuclear energy and recognizes that the youth possesses more than a single decisive weapon. 35

Sora and Deidara's admission

Following the invasion, Hiruzen orders Konoha’s repair, medical response, and the capture or killing of remaining Sunagakure attackers. He also summons Sora to his office for questioning. 35

Although wary that Sora’s unknown powers could make him a danger to the village, Hiruzen accepts Deidara’s request to become Sora’s disciple and requires Deidara to formally join Konoha. He views the arrangement as a way for the village to gain a Kage-level combatant without direct cost. 35 36

Hiruzen later grants Sora the rank of Chunin and supplies him with requested resources, withholding Jonin promotion only because Sora has not met the required time in service. 37
