History
Founding and early policy
Hashirama Senju founded Konoha with the goal of dissolving divisions between clans and creating a unified village. He integrated the Senju Clan into the wider population, contributed Senju techniques and forbidden arts, and encouraged other clans to share their own techniques. 17
The deaths of the First and Second Hokage left this integration unfinished. A divide between major clans and civilian-born ninja persisted, while the Senju Clan declined from its former Warring States-era prominence. 17
