Background / History
The Empire consolidated the shinobi world after surrounding the Shinobi Allied Forces with its Four Great Legions. Through Uchiha Lieyang, it required every shinobi village to recognize the Empire as the sole nation and obey Imperial law in return for protection; the smaller villages submitted first, followed by Kumogakure, Sunagakure, and Konoha 166.
By the Imperial Convention, Yu had succeeded Fugaku as Emperor. Former Konoha civilians had largely adopted an Imperial identity after years of rule, while the capital's living conditions and public loyalty reportedly improved under Yu 192.
The Empire later expanded into other worlds through God Tree gateways and military expeditions. Its stated objectives have included eliminating piracy, reclaiming territory from monsters, building new cities, and eventually entering space 269 497 507.
Government and Society
- The Empire is a centralized state headed by the Emperor, who stands above Imperial law 498.
- Its laws are described as extremely strict, and it has no noble class 498.
- Imperial rule demands obedience and can be brutal toward resistance. After the Goa Kingdom rebellion, Imperial forces massacred civilians and forced survivors into labor to build a new city on Gray Terminal 313 314.

The Army Department is the Empire's strongest armed institution and is led by the Twelve Golden Guards 498.
- The Twelve Golden Guards are among Yu's most trusted subordinates and are considered the pinnacle of Imperial combat strength 498.
- Each Golden Guard is reportedly comparable to a God-level monster 498.
- The 12th Division, commanded by the Guards, is described as the Army Department's strongest force; every soldier is reportedly comparable to an S-Class hero, and most are Imperial family members 498.
- Ordinary Imperial soldiers possess supernatural abilities, with observers estimating that nearly every soldier has at least C-Class hero-level strength 498.

Conflict with the Main World
After learning of the Main World's threat, the Empire embraced a survival-driven war footing. Yu addressed the Imperial Assembly Hall, stating that there was no room for reconciliation, and the ninjas affirmed their resolve to fight for the Empire 192.
Pirate World Expansion
The Empire announced itself by targeting Marine Headquarters, bombarding Marineford with the Ironclad Fleet, then rapidly expanding after the Navy surrendered 263 264 269. It later brought Amazon Lily into the Empire after Yu created a river spirit that allowed its women to bear children 279.
East Blue Rule
During the Four Blues Total Conquest Plan, the Empire intervened in the Goa Kingdom. When local resistance emerged, it enforced its decrees through a bloody suppression and compelled surviving civilians into labor 300 313 314.
Interworld Expansion
The Empire established God Tree gateways in multiple worlds, deploying legions, engineering troops, mecha, and naval personnel through them. Its forces were ordered to remain within a God Tree barrier before the full-scale invasion of a new world began 372 426.
Monster-Reclamation Campaign
After arriving in the world of the Hero Association, the Empire proposed reclaiming humanity's monster-held territories and constructing new cities rather than immediately fighting the Federation 496 497. It reached a partnership agreement with the Hero Association, expanded through uninhabited zones, and attracted millions of Federation citizens to its cities through security and education 498 499.
Space Ambitions
Following Yu's defeat of Boros and acquisition of a cosmic battleship, the Empire began directing its research toward entering the “starry cosmos” 507.
